| At present,multiple challenges such as the global energy and resource crisis,the global ecological and environmental crisis and the global climate extreme change crisis have brought unprecedented challenges to the survival and development of mankind,and under the background of global environmental degradation and resource tightening,green and low-carbon development has become the direction of scientific and technological revolution and industrial transformation in today’s era.As the world’s largest energy consumer,it is imperative to accelerate the development of the green economy.General Secretary Xi Jinping officially proposed at the 75 th session of the United Nations General Assembly that China will reach carbon peak before2030 and achieve carbon neutrality before 2060.Under the guidance of the "dual carbon" goal,green manufacturing will contribute to the transformation and upgrading of the economy and the construction of an energy-friendly and resource-friendly society.At the same time,China’s high-quality development strategy also requires accelerating green development,and green technology innovation is the main driving force for achieving innovation-driven high-quality development strategy also requires accelerating green development,and green technology innovation is the main driving force for achieving innovation-driven high-quality green development.As the pillar of the national economy,manufacturing industry is also the main force of energy consumption and environmental pollution,and an important field of green technology innovation,therefore,accelerating the improvement of green technology innovation efficiency of manufacturing industry and promoting the transformation and upgrading of manufacturing industry is in line with the development requirements of the times,and it is also the key to deeply implementing the five development concepts of innovation,coordination,green,openness and sharing.This paper takes the green technology innovation efficiency of manufacturing industries in 30 provinces and cities in China from 2012 to 2020 as the research object,and constructs an evaluation system from three aspects: innovation input,expected output and non-expected output.The super-efficiency SBM-GML method was used to measure the green technology innovation efficiency of the manufacturing industry,and the spatial distribution difference of the green technology innovation efficiency was analyzed.On this basis,the main influencing factors of the green technology innovation efficiency of the manufacturing industry are selected from the six levels of government support,economic development level,regional openness,industrial modernization,environmental regulation and infrastructure support,and the correlation between each influencing factor and the green technology innovation efficiency of the manufacturing industry is empirically analyzed by using the gray correlation analysis method.The main conclusions are as follows:1.From the overall characteristics,from 2012 to 2020,the green technology innovation capacity of the manufacturing industry in 30 provinces and cities in China has improved,and the progress of green technology has made major contributions.However,the difference in green technology innovation efficiency in manufacturing industries between provinces and cities is increasing,which is not conducive to the overall development of China’s manufacturing industry.Therefore,China’s manufactu-ring industry should accelerate the promotion of coordinated regional development,while improving the level of green production technology,pay attention to improving green technology efficiency and optimizing industrial structure,and achieve balanced growth of green total factor productivity.2.From the point of view of regional characteristics.From 2012 to 2020,the average value of the manufacturing green technology innovation efficiency in the four major regions of China was greater than 1,indicating that the green technology innovation efficiency of the manufacturing industry in all regions has improved,among which the eastern region is the highest,the western region is second,the central region is the third,and the northeast region is the lowest.However,the driving factors of green technology innovation efficiency of manufacturing industries in the four major regions of China are different,so it is necessary to explore the development path to improve the green technology innovation efficiency of manufacturing industries in their regions according to the actual situation of economic development level,industrial structure modernization and regional openness.3.Among the many factors affecting the green technology innovation efficiency of the manufacturing industry,the regional economic development level has the highest correlation degree,and has the strongest pulling effect on the innovation efficiency of China’s manufacturing green technology;The level of regional openness is second;Among the government support,the correlation between R&D internal expenditure is higher,ranking third,while the correlation between science and technology and education expenditure is smaller,ranking sixth.The degree of industrial structure advanced and correlated ranked fourth;Among the infrastructure support forces,the proportion of environmental infrastructure investment is higher,ranking fifth,while the per capita number of R&D institutions is low,ranking eighth.Environmental regulation is less relevant,ranking seventh.Based on the above conclusions,China should vigorously support the scientific research and application promotion of green technology innovation in the manufacturing industry and accelerate the development of green economy.To this end,this paper puts forward suggestions from five aspects: accelerating the coordinated development of green technology innovation among regions,improving the efficiency of green technology progress,increasing government support,improving the utilization level of foreign investment,and improving the innovation environment of science and technology systems. |
