| China is the world’s largest greenhouse gas emitter.Its economic status,which is not what it used to be,and its increasingly serious problems of resources and environment have caused it to bear more and more pressure on the development of environmental protection around the world.Humans’ demands on the sustainable development have promoted the constant development of the innovation and the transfer of green technology,and with the increasingly deepening of industrialization,the problems of resources and environment are becoming more and more prominent,and China’s traditional mode of extensive economic development has long been unable to meet the needs in the new era,so how to carry out the green development has turned into a key aim of China.Under the strategic background of "innovation-driven development",not only can the green innovation optimize the efficiency of resource utilization,but also decrease the pollution emissions,hence,it has proved to be the first driving force which leads the green development.The 19 th National Congress of the Communist Party of China explicitly proposed to "actively establish an innovation system of green technology guided by the market economy".In order to accelerate the transformation of economic growth mode,government’s environmental regulation plays an indispensable role in guiding and restraining the innovation of green technology in enterprises.Based on the theories such as sustainable development,efficiency and technology innovation,this paper makes an in-depth study on the innovation efficiency of green technology in manufacturing industry of China.Firstly,on the basis of the existing research results,the input-output index of innovation of green technology innovation in manufacturing industry of China is constructed.DEA-SBM model and Malmquist index model are used to,the data of listed companies in 8 key sub-industries of China’s manufacturing industry from 2010 to 2019 are selected to and the two-stage method is used to evaluate the innovation efficiency of green technology in enterprises in manufacturing industry of China from the perspectives of time and space.Secondly,according to the impact mechanism of government’s environmental regulation on the innovation of green technology,the panel regression model is used to empirically investigate the impact of environmental regulation on the innovation efficiency of green technology in enterprises in manufacturing industry.The result shows that: first,the mean value of the overall innovation efficiency of green technology decreases from east,central and western regions,with the increase of the overall trend year by year;second,the impact of government’s environmental regulation on the innovation of green technology in China presents a U-shaped curve,which means "inhibition first and then promotion".At present,the intersection of these two is still on the left side of the U-shaped curve,indicating that environmental regulation has an inhibitory effect on the innovation efficiency of green technology.The relationship between these two also shows the regional differences.For eastern China,the impact of environmental regulation on the innovation efficiency of green technology is on the right side of the U-shaped curve,indicating the promotion of environmental regulation on the improvement of innovation efficiency of green technology.However,in the central and western regions,they showed the opposite inhibitory effect;thirdly,the moderating effects of environmental regulation and government’s support on the innovation efficiency of green technology are different in eastern,central and western China.The government’s scientific and technological support can not only significantly promote the innovation efficiency of green technology,but also strengthen the promotion of environmental regulation on the innovation efficiency of green technology.Finally,based on the conclusions of research above,this paper proposes to firmly establish the consciousness of the innovation of green technology,carrying out the concept of green development;build an incentive mechanism of the innovation of green technology to stimulate vitality of enterprises’ development;increase the investment in the innovation of green technology and enhance government ’ s support;reasonably formulate and adjust the policies of environmental regulation,and the methods and advice on the promotion of industrial upgrading,transformation and other two aspects. |
