| On December 1,2019,the CPC Central Committee and the State Council issued the outline of the Yangtze River Delta regional integration development plan,expanding the implementation area of the Yangtze River Delta national strategy from 26 prefecture level and above cities of the Yangtze River Delta Urban Agglomeration in the Yangtze River Delta urban agglomeration development plan issued in 2016 to all 41 prefecture level and above cities in Jiangsu Province,Zhejiang Province,Shanghai and Anhui Province.Serving the national strategy,measuring and comparing the efficiency of green innovation,analyzing its influencing factors,and putting forward countermeasures and suggestions are of great significance to the realization of ecological green integrated development and innovative development in the Yangtze River Delta.In this dissertation,the Super-SBM model considering unexpected output is used to measure the regional green innovation efficiency and the green innovation efficiency of leading industries at the three levels of the Yangtze River Delta region,administrative regions,three provinces and one city,and prefecture level cities during the research period from 2010 to 2018,exploring the medium and long-term evolution and characteristics of the two green innovation efficiencies,and then to compare and analyze the two green innovation efficiencies.With the help of panel Tobit model,this paper analyzes the influencing factors of urban green innovation efficiency and industrial green innovation efficiency in the Yangtze River Delta.The results show that:(1)The urban green innovation efficiency and industrial green innovation efficiency in the Yangtze River Delta region both showed an upward trend in fluctuations,indicating that the innovation inputs and expected outputs of the region as a whole and industry showed an increasing trend,and the unexpected outputs decreased significantly;(2)The efficiency of industrial green innovation is higher than that of regional green innovation,which reflects the role of industrial green innovation in promoting regional green innovation;(3)The green innovation efficiency of Shanghai is significantly higher than that of Jiangsu,Zhejiang and Anhui provinces,and the gap tends to widen.Shanghai needs to continue to play a leading role,and the three provinces in the convergence need to dislocation competition and catch up with Shanghai;(4)The industrial green innovation efficiency of Shanghai is higher than that of Jiangsu,Zhejiang and Anhui provinces,and the gap tends to narrow.The industrial transfer between Shanghai and the three provinces tends to be active,and there is a certain catch-up competition among the three provinces,which can promote the improvement of industrial green innovation efficiency in the Yangtze River Delta region;(5)Comparing the two kinds of green innovation efficiency,41 cities are divided into four types: high-high,high-low,low-high and low-low,which not only represent different development paths,but also suggest that various cities should improve the green innovation efficiency according to local conditions;(6)The level of scientific and technological support,the level of local education and the degree of urban informatization have a significant positive impact on the efficiency of green innovation in the Yangtze River Delta;The advanced industrial structure,information infrastructure and traffic accessibility have significantly improved the efficiency of industrial green innovation in the Yangtze River Delta;In order to improve the efficiency of urban green innovation in the Yangtze River Delta,we should increase scientific and technological support,increase educational investment,and improve the level of informatization;Optimizing the industrial structure,strengthening the construction of information infrastructure and improving traffic accessibility are conducive to improving the efficiency of industrial green innovation. |
