China is the largest producer,consumer and trader of wood forest products in the world,the export trade of wood forest products plays an important role in the development of forestry.However,the export of wood forest still has many problems such as low core competitiveness and excessive concentration of trade market,and the "double carbon" policy and the instability of the largest export market United States have brought both internal and external pressure.The proposal of The Belt and Road initiative is an important opportunity to build a wide range of trade patterns in wood forest products.Trade facilitation will help to reduce the "trade inefficiency" on the export process of wood forest products,and further expand the development space of forestry trade.On the basis of literature review and theoretical construction on trade facilitation and export trade of wood forest products,this paper firstly clarified the conduction path of import country trade facilitation level affecting China’s export of wood forest products from three perspectives of transaction cost effect,spatial spillover effect and technical spillover effect.Secondly,this paper focused on the analysis of the construction of trade facilitation in the countries along the Belt and Road initiative,analyzed the current situation and existing problems of the export of China’s wood forest products,and constructed a three-level index system to measure the specific trade facilitation scores of the countries alongside by using the principal component analysis method,and explored the differences from the perspectives of space,economic level and first-level index.The findings are as follows: The export scale of China’s wood forest products is fluctuating and rising,showing obvious regional and category concentration.Southeast Asia is China’s first big export markets,and export category is concentrated in paper products,wooden furniture and man-made board.Remarkable progress has been made in the overall level of the trade facilitation of the Belt and Road region,with the average implementation rate of TFA commitments reaching 89%.Countries’ trade facilitation scores showed spatial heterogeneity of "high around and low in the middle".Thirdly,this paper took trade facilitation as the core explanatory variable.Based on an extended gravity model,this paper selected panel data of trade between China and 21 alongside countries during 2010-2019 for empirical analysis,and focused on exploring whether trade facilitation is a promoting factor for China’s wood forest products export trade.At the same time,verified the differential impact of four sub-indexes of trade facilitation on the overall export.The empirical results show that one unit improvement in trade facilitation of Belt and Road countries can significantly promote the export volume of China’s wood forest products by0.219 units,and the promotion role of finance and e-commerce is the largest among the four first-level indicators.Then,this paper divided the Belt and Road into four regions: Southeast Asia,West Asia,South Asia and Central and Eastern Europe,and divided wood forest products into wood raw materials and wood processed products,respectively explored the heterogeneity of the four first-level indicators of trade facilitation.Then,the export growth of wood forest products is decomposed by the binary margin theory to explore whether the export growth is achieved through the diversity or the increase of the market share of the same category.Finally,the trade potential is measured by the ratio method and the simulation method,and the new trade flow value created by the improvement of the trade facilitation level of the importing country is defined.The results show that: from the perspective of category,trade facilitation has a significant positive impact on wood processing products but inhibits the export of wood raw materials.From a regional perspective,Southeast Asian countries are more sensitive to the two indicators of infrastructure and logistics level and government and regulatory environment,while West Asian countries are more dependent on finance and e-commerce.From the perspective of binary margin,the export growth of wood forest products is mainly driven by intensive margin.From the perspective of trade potential,the true and fitting ratio of export trade between China and countries along the Belt and Road is 0.9692,which belongs to the potential pioneering type.Southeast Asia is still the core construction region in the subsequent Belt and Road cooperation.Therefore,this paper puts forward suggestions from three levels: trade facilitation construction of importing countries,China’s forestry development program and regional trade environment.China should further promote the implementation of trade facilitation measures in importing countries through technology export and personnel exchange,and attach importance to the development of digital economy and cross-border e-commerce.Pay more attention to domestic technology innovation investment and the cultivation of core advantages of wood forestry industry.With the help of the Belt and Road initiative,China should be committed to improving the international free trade framework and creating a highly liberalized trade environment through a diversified cooperation mechanism.
