Trade facilitation is a key component of the "One Belt and One Road "Initiative.Since the "One Belt and One Road" initiative was put forward,China has made fruitful achievements in its trade cooperation with countries along the "One Belt and One Road" initiative.Trade areas have gradually expanded, trade structure has been further optimized, and new trade growth points have continued to emerge. The "One Belt and One Road" initiative involves many countries and regions.Countries differ in their economy, society, trade scale, leading industries, and resource endowments. The improvement of trade facilitation has helped to improve the "trade inefficiencies".The international trade environment of implicit market access barriers can simultaneously promote the linkage of economic development in countries along the "One Belt and One Road"and enhance the complementarity of economic advantages with each other and the tremendous potential for economic and trade development.Through the use of the latest Global Competitiveness Report published by the World Economic Forum, this paper builds a system for assessing trade facilitation in countries along the "One Belt and One Road"initiative based on the Analytic Hierarchy Process(AHP),and grasps China's economic and trade exchanges with countries along the Belt and Road initiative.Based on the pattern,a relatively scientific first-level assessment indicator and a second-level assessment indicator are set.Through the measurement of their weights, the trade facilitation index data of 45 countries along the "One Belt and One Road" are summarized and detailed in 2009-2016.To the first-level index data,so that further empirical tests can be conducted. This article adopts a double positive method, combines a constant market share model and an extended gravitational model to empirically study the export trade data of textile products between China and 45 countries along the "One Belt and One Road" 2009-2016,and discusses China's trade partners along the "One Belt and One Road" approach. The extent to which the country's export growth depends on the expansion of the market demand of partner countries and the improvement of the international competitiveness of domestic products, and then discusses the impact of trade facilitation on China's export of textile products to the“One Belt and One Road"countries.Based on empirical reasoning, this article draws the following main conclusions:First,China and the countries along the "One Belt and OneRoad" initiative must strengthen the measures to deepen trade facilitation, actively and steadily promote the "One Belt and One Road" initiative, and improve the level of trade facilitation along the line.Benefit the important initiatives of all countries along the route.Second, through the constant market share model(CMS)analysis, the growth momentum of China's export trade of textile products along the "Belt and Road" countries is mainly due to structural effects.Thirdly, through the extended gravitation model combined with empirical data,it is concluded that trade facilitation has a positive effect on promoting the growth of China's exports to the"One Belt and One Road" countries.Fourth, through empirical analysis, among the four primary indicators involved in the comprehensive evaluation of trade facilitation constructed in this paper, three indicators of port infrastructure and logistics efficiency, customs environment, and regulatory environment are used as independent explanatory variables to return the model. Finally, this article further empirically concludes that the effects of different measures in different regions along the "One Belt and One Road" on China's textile exports are heterogeneous, and the impact of different levels of trade facilitation on China's textile products exports is also significant.
