Research On The Support Problems And Countermeasures For The Extremely Poor Elderly In Rural Northeast Hube

Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi Jinping at its core has always put the people in the highest position and insisted on sharing the fruits of development with the whole people.As the poorest,loneliest,and most in need of attention and care in society,the support and security rights and interests of the destitute elderly in rural areas are often neglected.Maintaining the daily life of such special groups and promoting the poor elderly to share the fruits of social and economic development is the proper meaning of consolidating the organic connection between the achievements of poverty alleviation and rural revitalization.In 2014,with the promulgation and implementation of the "Interim Measures for Social Assistance",the basic living standards of the people in need were further improved,and the role of national social assistance in guaranteeing the bottom line became more prominent.After completing the task of poverty alleviation,it is found that there are still some outstanding problems in the support and security of the elderly in the rural areas of Northeast Hubei,and then a more in-depth investigation is carried out to analyze the causes and put forward practical suggestions.It is of great significance to ensure the quality of life of the elderly and to protect the elderly in their later years.This paper mainly conducts article writing and research through the method of literature analysis,field research and comparative research.And it also uses the literature analysis method to access a large number of researches on the support of rural poor people and the poor old people on China National Knowledge Infrastructure(CNKI),Wanfang,VIP,Guyang Academic and,other database platforms,grasp the common and individual problems existing in the support and security of the destitute elderly at home and abroad,collect and improve the detailed information on the support and security of the destitute elderly,and provide a basis for different countermeasures and suggestions for the elderly in different situations.By visiting and investigating 1 community,17 administrative villages,and 4 centralized resettlement sites for the destitute in Sanli Town,and having conversations with the relevant civil affairs undertakings,from the "last mile" of policy implementation,it is clear that the daily encounter of the destitute elderly in Sanli Town is clear.salient issues.The most intuitive investigation was conducted by visiting the centralized and decentralized pensioners in Sanli towns.Judging from the survey,the support policy for the destitute elderly in Sanli Town plays an important role in ensuring the basic life of the destitute elderly and inheriting the Chinese culture of "filial piety".However,there are still some outstanding problems: firstly,the rate of centralized support for the destitute elderly is relatively low;secondly,there is a gap between the standard of support and the actual living standard of the destitute elderly;thirdly,the daily care and nursing are insufficient;fourthly,there are problems such as lack of spiritual care.The reasons for these problems are as follows: first,the management and services of nursing homes are relatively backward;second,the actual support standard in rural areas is low;third,rural collective consciousness and functions are weakened;fourth,the mental security system is not perfect.Based on the above-mentioned problems and their causes,this paper proposes four suggestions to improve the support system for the rural destitute elderly in Xiaogan City by promoting the centralized support model,improving the top-level design of the establishment of the support system,strengthening daily care and nursing,and enable the destitute elderly in Sanli Town to live with “reliability,joy and,security for the elderly”.
