The Research On The Elderly Social Welfare In Western Poor Rural Areas

At the turn of the century,China became an aging society officially.Discussing the problems about aging population has become normal from then to now,but only a small amount of people concern the living actuality of the elderly who live in rural areas.China has deeply affected by urban-rural dualism for a long time.The rural areas have always been in a weak position.It is shows in many aspects,such as resource distribution,old-age benefits and so on.Generally speaking,the lack of old-age benefits in rural areas has been vulnerable in urban-rural integration.China intends to build the well-off society in 2020.If it plans to deal with the aging population and maintain the regional stability,the necessary measures should be adopt are developing the old-age welfare programs in rural areas and satisfying the benefits demand of rural aged people.As everyone knows,although social welfare is a foreign concept,the sprout of social welfare in China has appeared as early as the period of farming civilization.After thousands of years of development,it has taken shape now.A social welfare system with Chinese characteristics has formed and social welfare for the elderly in rural areas is a branch of this system.From the source of thought,Marx’s Social Welfare Thought and Xi Jinping’s People-centered Development Thought provide a theoretical basis for studying the social welfare of the rural elderly,the theory of welfare pluralism provides a perspective for research-analysis of welfare supply subjects.The article focuses on the social welfare of the elderly in the poor rural areas of western China,selects Jinkouhe District of Sichuan Province as the survey site.Through questionnaires and interviews to understand the elderly’s access to welfare in three aspects:daily life,medical health and spiritual culture.The results of the study show that the government has contributed to the social welfare of the elderly in rural areas,but there are still some problems such as the gradual weakening of the family’s supply status,the responsibilities of government are not fully implemented,inadequate provision of social welfare by collective economic organizations and the marginalization of the role of social organization.The author believes that the problems mentioned above are causes by traditional concept factors,economic and policy factors,legal system factors and managementfactors.Based on the above factors,the author puts forward countermeasures for the development of social welfare cause for the elderly in the western poor rural areas,such as forming a fair and just welfare concept,formulating assistance policies tailored to local conditions,improving the legal system of social welfare for the elderly,and building a multi-subject supply platform.At the end of the article,the author puts forward some humble opinions on China’s social welfare development path based on the discussion of the above issues,with a view to making some contributions to China’s social welfare cause.
