| The major initiatives of "the Silk Road Economic Belt" and "21st Century Maritime Silk Road"(referred to as "The Belt and Road")were proposed in 2013.With the increasing contribution of developing and emerging economies in global economic growth and the intensification of the boycott of China by developed Western countries,China is gradually reducing its dependence on developed markets and gradually shifting the focus of its foreign trade to developing countries,while the countries along the Belt and Road are mostly developing countries,which will be the focus of China’s cross-border e-commerce exports in the future.In the context of the continuous development of cross-border e-commerce,the complexity of customs clearance procedures,inefficient transportation,opaque information policies and backward supporting facilities have become the main obstacle factors affecting the development of cross-border e-commerce,constituting a de facto non-trade barrier,therefore,it is inevitable to promote trade facilitation reform.In the context of the limited role of tariff reduction and other traditional trade policies to promote trade growth,it is necessary to promote trade facilitation reform between China and the countries along the route.Based on the mechanism of trade facilitation to cut trade costs,this paper constructs a comprehensive evaluation system of trade facilitation,including 3 primary indicators,8secondary indicators and 33 tertiary indicators,and measures the trade facilitation index between China and 51 countries along the "Belt and Road" during 2012-2019,and conducts interregional In order to gain a deeper understanding of the current situation of China’s trade facilitation,an extended gravity model is used to test the effect of trade facilitation level of the countries along the Belt and Road on China’s cross-border e-commerce exports,and a heterogeneity analysis is conducted to study the impact of the Belt and Road Initiative on the In the heterogeneity analysis,the effect of the "Belt and Road" initiative on different trade facilitation level indicators is studied.In addition,the article further measures the cross-border e-commerce trade potential of six economic corridors for data analysis.The results of this paper show that the level of trade facilitation in the "Belt and Road" trading partner countries has a significant positive impact on China’s cross-border e-commerce exports.In addition,the study finds that infrastructure and service indicators have the greatest impact on cross-border e-commerce exports,while customs clearance costs and market access also have a significant impact on cross-border e-commerce exports,but the business environment does not have a significant impact on cross-border e-commerce exports.In addition,the "Belt and Road" region as a whole belongs to the trade potential development type,and the trade potential has not been fully exploited.Therefore,in order to promote the development of cross-border e-commerce exports,China should focus on promoting cooperation in infrastructure and services,customs clearance access,etc.in the process of facilitating cooperation with countries along the "Belt and Road",with emphasis on cooperation with countries along the Bangladesh-China-India-Myanmar Economic Corridor and the China-Pakistan Economic Corridor,so as to maximize cost-benefit. |
