The Dilemma And Solution Path Of Shanghai Rural Community Elderly Care Services From The Perspective Of Multi-subject Collaboration

In recent years,China’s society has been facing increasingly serious problems of old age,As the country with the largest the old population in the world,the government and all sectors of society have been committed to providing better elderly services,but the imbalance between urban and rural development,coupled with the weakening of the family elderly function,has led to an increasingly serious problem of imbalance between supply and demand for rural elderly services.2018 After the rural revitalization strategy was put forward,more resources are available for rural development,therefore,it is urgent to explore a way to meet the needs of the elderly in rural areas for the supply of elderly services.As a new type of rural retirement service that combines the original rural residence with rural tourism projects,the emergence of the "Youth Lane" community has greatly alleviated the retirement problems of the rural elderly,but in the process of construction and operation,many problems have arisen.Therefore,this paper selects "Qinghcunli" community in Fengxian District as a case study.Under the guidance of welfare pluralism theory,the government,market,social organizations and individuals are selected as the main subjects of the study from the perspective of collaborative governance of multiple subjects,and interviews and surveys are conducted on the operation of the "Qinghcunli " community by selecting representative subjects.This article is mainly divided into six parts.The first part is the introduction,which introduces the background and significance of the article,the domestic and international research situation,the main research ideas and methods,and the innovation and shortcomings of the article;the second part is the concept definition and theoretical foundation,which mainly defines the concept of pluralism,rural community retirement and "Q" community.The third part of the paper introduces the operation of "Q" community,the positioning and collaboration of multiple actors in the operation of the elderly care,and the difference between the "four churches"mutual care service in the same district."The fourth part of the paper focuses on the difficulties and causes of the operation of the rural community elderly service from the perspective of the synergy of multiple actors;the fifth part is about the optimization path of the rural community elderly service from the perspective of the synergy of multiple actors,based on the investigation of the "Q" community.The sixth part is the conclusion and outlook of the study.Through the investigation and interview of the research subjects and the collation of the interview data,the following conclusions are drawn:(1)The construction and operation of the "Q" community has achieved certain results,effectively alleviating the old-age problem in rural areas and providing new ideas for the development of rural revitalization,and the process of effective integration of resources has achieved In the process of effective integration of resources,the community has achieved rural economic development while meeting the needs of rural elderly people living in their original homes,and greatly promoted the process of socialist new rural construction;however,there are some problems in its operation.(2)The main difficulties in the operation of the "Qingchunli" community are: lack of synergy between subjects,insufficient synergy and asymmetric synergy information,and the main causes of the difficulties are: single publicity method,lack of target,weak management awareness,lack of continuity,lack of social organizations,complexity,and traditional rural concept.The main causes of the dilemma are: a single way of propaganda,lack of targeting,weak management awareness,lack of continuity,lack of social organizations,complexity,traditional rural concepts,and lagging.According to the above problems and causes,this paper uses the theory of welfare pluralism as a guide and the perspective of synergy of multiple subjects to make relevant suggestions in order to promote the further development of rural community elderly services.
