In recent years,China has attached great importance to the development of social insurance.For social insurance agencies,their basic responsibilities are to implement social security policies,provide social security services,deal with various social security affairs,and manage social security funds.The service quality of institutions is not only related to the implementation effect of social insurance policy,but also affects China’s great goal of establishing a social security system covering all the people.In recent years,Quanzhou City,Fujian Province has issued many social security related documents.Under the leadership of the municipal and county human resources and social security bureaus,the social security agencies in Hui’an County have been steadily built and developed.At the same time,there are still some problems.To a certain extent,these problems restrict the social security agencies from better performing social security policies and better serving the insured groups,as well as the high-quality development of China’s social security undertakings.This paper takes Huian social insurance agency as the research object,starts with the analysis of the current situation of service ability,focuses on the three dimensions of handling personnel,soft environment and hard environment,and makes a quantitative analysis by investigating the satisfaction of the insured people in these three aspects,trying to comprehensively and objectively show the service level of Huian social insurance agency;At the same time,it focuses on the external handling ability and internal management ability,deeply explores the problems and reasons existing in its service ability,and puts forward targeted and reasonable solutions.The scope of discussion mainly involves talent team,social security system and mechanism,grass-roots service points,information level and so on.In addition,this paper will also combine the results of questionnaire survey and interview,absorb the advanced experience in the construction of social security services at home and abroad,and explore the development path suitable for Huian County social security agencies,hoping to be used for reference to other brother units.There are three possible innovations in this paper: first,the research object is oriented to the grass-roots front line.Through the investigation and research of the social insurance audience in Hui’an County,the data source has the characteristics of regionality,authenticity and timeliness,and the analysis system is comprehensive and close to reality.The second is the operability and practicality of the countermeasures.The grass-roots social insurance agencies are bound by the system,and their countermeasures are different from the provincial and municipal social insurance agencies.This paper is not a simple and general comparison of social insurance agencies in various regions of China,but adopts a more in-depth comparison and analysis,and puts forward targeted and operable suggestions based on the more advanced experience and practices in the service capacity construction of social insurance agencies in some regions,It is hoped that the service capacity of social insurance agencies in Hui’an County can be improved to a certain extent.The third is to apply public service theory,government performance theory and government performance evaluation system to build a service capability evaluation system of social insurance agencies.Combined with the previous research results of scholars,the service capability of social security agencies is divided into internal and external aspects,namely internal management capability and external service capability.This paper will start from the handling personnel,soft environment Analyze the service capacity of the current social security institutions in the region from three angles of hard environment,and find out the specific problems.
