| High-tech enterprises are the main players in the implementation of national innovation-driven development strategies.High-tech enterprises have an important practical significance for alleviating the downward pressure on the economy,promoting the optimization and upgrading industrial structure,and inspiring the creativity and innovation of the whole society.However,due to lack of technical originality and lack of core technologies,the overall innovation capability of Chinese high-tech enterprises is still relatively weak.High-tech enterprises innovation capability is closely related to the regional soft environment where the enterprises are located.In addition,the performance of high-tech enterprises innovation activities in different regions and the support of regional soft environments for high-tech enterprises innovative behavior both have significant differences.There have an important theoretical and practical significance to improve the overall level of Chinese high-tech enterprises innovation,promote the continuous improvement of high-tech enterprises innovation capability,and promote the overall development of economic and social innovation by identify the key regional soft environment factors that affect the high-tech enterprise innovation capability,and further analyze the influence effect and influence mechanism of regional soft environment impact on high-tech enterprises innovation capability.The main research contents of the paper including:Firstly,related concepts and theoretical analysis.We define and discriminate the relevant concepts including region and regional soft environment,the connotation and characteristics of high-tech enterprises,innovation capability and high-tech enterprises innovation capability.Theories related to the research such as regional economics,economic geography,resource dependence theory,and network embedding theory were combed and elaborated.We also analysis related theory based on the research topic and construct the overall analysis framework of the paper.Secondly,analyze the development trend of Chinese high-tech enterprises innovation capability.The nuclear density estimation method is used to empirically analyze the development trend of high-tech enterprises innovation capability in 30 provinces(cities,districts)of China mainland,and we also conduct a nuclear density breakdown of the development trend high-tech enterprises innovation capability from the level of year and region,thereby further examining the trends in the development of high-tech enterprises innovation capability in time and space.Thirdly,identify the key regional soft environment factors that impact on Chinese high-tech enterprises innovation capability.By constructing a regional soft environment factor index system that impact on Chinese high-tech enterprises innovation capability,we use entropy method to measure the index weights of regional soft environment including regional science and technology environment,regional market environment,regional financial environment,regional government environment,regional legal environment,regional cultural environment,through weight rankings we identifies the key regional soft environment factors that impact on Chinese high-tech enterprises innovation capability.Fourthly,spatial econometric analysis of regional soft environment impact on high-tech enterprises innovation capability.Based on the theory of resource dependence using the spatial lag model empirical analysis the influence effect of regional soft environment including regional science and technology environment,regional market environment,regional financial environment,regional government environment,regional legal environment,regional cultural environment impact on high-tech enterprises innovation capability and the differences effects in different regions in 30 provinces(cities,districts)of China mainland.Fifthly,theoretical analysis and empirical test on cross-level influence mechanism of regional soft environment impact on high-tech enterprises innovation capability.Based on the theory of network embeddedness,we use 318 high-tech enterprises survey questionnaires as research sample,we use cross-level model analysis to evaluate the relational embeddedness impact on high-tech enterprises innovation capability,and the structural embeddedness impact on high-tech enterprises innovation capability.We also empirical test the regulating effect of regional science and technology environment,regional market environment,regional financial environment,regional government environment,regional legal environment,regional cultural environment between relational embeddedness and high-tech enterprises innovation capability,we empirical test the regulating effect of regional science and technology environment,regional market environment,regional financial environment,regional government environment,regional legal environment,regional cultural environment between structural embeddedness and high-tech enterprises innovation capability.Sixthly,put forward the countermeasures and suggestions for improving Chinese high-tech enterprises innovation capability.We closely combine the influence effect and influence mechanism of regional soft environment impact on high-tech enterprises innovation capability,from the perspective of the government and enterprises put forward relevant countermeasures and suggestions including optimize the allocation of regional science and technology funds,standardize the introduction of regional foreign enterprise introduction system,improve the construction of regional financing platform system,improve the effectiveness of regional tax preferential policies,promote the deep implementation of regional property rights protection,cultivate regional entrepreneurship and take root,strengthen the construction of high-tech enterprises credit system,improve the capability of high-tech enterprises themselves,enhance the internal environment construction of high-tech enterprises,strive for the unity of theory and practice. |
