Private Economy’s Soft Environment Optimization Strategy In Chong Qing

Soft environment is in terms of policies, regulations, financing conditions, systemand mechanism, etc. in relative to the physical environment，such as geographicalconditions, infrastructure, etc. Private economy is important to expand the economy，promote social innovation and create jobs. We must unswervingly encourage, supportand guide the development of private economy, and stimulate the vitality and creativityof private economy. Improve Soft environment is the primary trend to further promotethe development of private economy. Administrative system, the problems existing inthe aspects of monopoly system, etc.is the privately problem that private economy meet.The third plenary session of the eighteenth central committee of our party promote theprivate economy to become an important part in the economic restructuring，and putforward higher request to the optimization of soft environment. Optimize softenvironment is an important responsibility for the government. The effect of softenvironment construction is directly related to the government capacity.Public services is to provide for the society in identifying the needs of society. It isa continuing process to provide services, which is to identification requirements,provide service, and then improve services. The issue of public domain should be as theobjective facts based on the subjective evaluation of the public. A good softenvironment is the demand for public services of private enterprises, should be based onprivate enterprises oriented. Although the current domestic research on the capacity ofservice-oriented government is much, it mainly focuses on the studies of servicesupplying ability, not reflects the responsiveness of a service-oriented government fully.As a result, it is necessary and innovative to integrate the capacity of identificationrequirements、provide services and improve services, to research the capacity ofgovernment effect on the soft environment of private economy.The paper constructive the mechanism of soft environment effect on the growth ofprivate enterprises in theory. Through questionnaires, the paper measures privateenterprises’ satisfaction with the soft environment and found：Private enterprisesdependence on soft environment deeply. Soft environment have a restrictive functionand directly impact on the growth of private enterprises. The effect of soft environmentconstruction is directly related to the government service capacity. The continuousoptimization of soft environment by the improvement of government ability, converting into the growth of private enterprises through inputting material, information, energyand opportunities. But at present, the soft environment of private economy is not soundand most of private enterprises are not satisfaction with the soft environment. Thereasons of problems of the soft environment are complex，the general cause are the non-government subjects behavior, the direct reason is the service capability of governmentis not strong, the deep-rooted causes is the obstacle factors inhibiting the governmentservice capability. Finally, the paper put forward improving administrative servicecapacity to optimize the soft environment of private economy.
