As of 2022,due to the multiple influences of the government’s macro-control and the epidemic,the real estate development has entered the "black iron era".The downturn in the industry has intensified competition,and many real estate companies have strengthened their competitive advantages in terms of land,capital,talent guarantee,and technology R&D.One of the most critical aspects is the cultivating and development of enterprise talents.As a typical small private real estate company,W Company,after nearly 30 years of development,has established its departmental structure and rigid management model.At present,the company’s projects under construction are generally chaotic in management,the project development cycle is too long,and the cost control is not strict,which leads to poor project performance and problems in the survival and development of the enterprise.In the face of new changes in the industry,W Company must focus on internal reforms,take the new three-year development strategy as a guide,build a core talent post competency model to strengthen talent post competency training on this basis to ensure the company’s talent echelon construction,maintain core competitiveness and realize the company’s strategic development.The research object of this paper is the project engineering manager who is the core personnel of project management in W company.As the actual operator of the project,the project engineering manager directly or indirectly participates in 70%of the project development work.On the one hand,adopting the strategy analysis method,behavioral event interview method,questionnaire survey method and other methods to extract the job competency elements of W company project engineering manager.On the other hand,according to the training requirements of W Company’s project engineering manager based on job competency,the existing training system was optimized,and a competency-based training plan and implementation management system were prepared.In addition,the Keshi four-level training evaluation system was used to evaluate the training effect in depth,which verified the improvement effect of the optimization of the training system on the project manager’s ability performance.Finally,the formulation of safeguard measures and cost details further promoted the implementation of the training plan.The proposal of this plan also provides reference for the optimization of other core job training systems of W Company and the construction of job-competency-based engineering personnel training systems for the same type of real estate enterprises.
