At present,the situation at home and abroad is complex and changeable,unilateralism and trade protectionism are rising.In 2011,ASEAN proposed the Regional Comprehensive Economic Partnership Agreement(hereinafter referred to as RCEP).In January 2020,fifteen member states announced the formal signing of RCEP.As of April 2023,13 countries,except Myanmar and the Philippines,have completed the approval process and come into force.China and Japan reached a free trade agreement under the RCEP for the first time.Studying regional economic cooperation is of great significance for China to accelerate the formation of a new development pattern of high standards,high quality and high-level domestic and foreign double circulation.This paper combs the theories of regional economic integration,comparative advantage and intra industry trade based on the research results of previous scholars,selects the agricultural trade data between China and Japan from 2012 to 2021,and conducts in-depth research on the current situation of agricultural trade between China and Japan from three aspects:trade scale,trade structure and trade status.After analysis,it is found that the agricultural products trade between the two countries has problems such as high concentration of import and export categories,continuous historical trade frictions,and insufficient deep processing of export agricultural products.In order to further study the trade potential of agricultural products between China and Japan under the RCEP framework,first measure the basic conditions of trade potential:trade combination index,revealed comparative advantage index and trade complementarity index.It is found that the combination of agricultural products trade between the two countries is relatively high and highly dependent.The comparative advantage index of three types of agricultural products exported by China is relatively high,and the international competitiveness is relatively strong.The agricultural products of China and Japan are highly complementary and have great trade potential.After analyzing and interpreting the rules and provisions of RCEP,it was found that the tariff reduction and exemption policy,the cumulative rules of origin,the simplification of customs procedures,and the adjustment of sanitary and phytosanitary measures had created many liberalization conditions,facilitation conditions,and safeguard conditions for the release of the potential of China Japan agricultural trade,created space for the release of the potential of agricultural trade between the two countries,and had important significance for promoting the development of China Japan agricultural trade.This paper introduces the trade gravity model for further demonstration,analyzes the possible impact of joining RCEP on the agricultural trade between China and Japan,and on this basis,calculates the trade potential of agricultural products between China and Japan under the framework of RCEP,and finds that the potential space for China’s agricultural products to export to Japan is slightly larger than that for imports from Japan.Finally,in view of the existing problems in the current agricultural trade between China and Japan,we should better apply the advantages created by the Free Trade Agreement,and put forward targeted countermeasures and suggestions from both the government and enterprises.Actively respond to new changes in the international situation,improve the rules and regulations supporting RCEP,and promote the process of trade facilitation,Enterprises should seize the opportunity of the times,fully learn and make use of the rules,promote the readjustment of industrial division within the region,increase technology input while expanding the export of advantageous agricultural products,and gradually adjust the export structure of China’s agricultural products.
