Study On The Reform Of Rural Collective Property Rights System

Since the founding of new China,the imperfect system of collective property rights in rural areas has seriously restricted the development of rural economy.From the beginning of the period of agricultural cooperation to the later people's commune movement,the collective property right has undergone institutional changes.Before the reform and opening up in the country,the collective ownership of "all three levels and the team as the basis" has become the institutional basis for the development of industry.The rural governance structure,which combines power and property rights,has become an important carrier of collective production and unified distribution.After the reform and opening up,the rural collective property system reform under the household contract responsibility system was carried out around the reform of the land property rights system.In 2008,the rural collective property system entered the comprehensive promotion stage with the presentation of rural land confirmation,and the reform policy was gradually transferred from land property to other types of property rights,and the system of collective management construction land into the market and land expropriation system.The pilot region of the reform has been continuously expanded.At the end of 2016,the State Council of the Central Committee of the Communist Party of China on the steady promotion of the reform of the rural collective property rights system was issued,and the top level design and overall deployment of the reform were carried out.The nineteen Party of the party further stressed that "deepening the reform of the rural collective property rights system,protecting farmers' property rights and interests,and strengthening the collective economy".In 2014~2017,the reform policy was introduced and the content was gradually clear and concrete.This means that the reform of the rural collective property rights system has really entered the deepening stage,and the speed of promoting the rural collective property rights has been speeded up obviously.In the nineteen major reports,general secretary Xi Jinping put forward the "new concept of economic development,the construction of a modern economic system",the implementation of the strategy of rural revitalization,the development of agricultural modernization,and the reform of the land system with the "three rights division",and vigorously promote the process of urbanization and industrialization in China.The reform of rural collective property rights system is the adjustment of productive forces and production relations under the new situation.In the new period,the reform of the rural collective property right system in China has made a series of remarkable achievements,maintaining the integrity of the collective assets,increasing the property income of the peasants,and innovating the effective management mode of the collective economy in the system mode.The article first introduces the basic theory of the change of the property right system,including the property right theory,the main reasons of the institutional change,the system environment and the path dependence,which lays the theoretical foundation of the article;secondly,it introduces the background and the status quo of the reform of the rural collective property right system in our country,with the emphasis on the reform of the new round of rural collective property rights system;The three chapter is the chapter of case analysis.Through the field visits and data collection,two classic cases are introduced: the rural collective property right system reform in Haidian District of Beijing and Jiyuan of Henan Province,which has deeply revealed the main contents of the reform,and provided some experience for the next reform,and also exposed some problems.The rural collective property right system in China is still imperfect in the process of reform.There are still some problems,such as the vague definition of the members,the lack of property right and so on.In view of the problems in the reform,the party and the government are constantly improving and effectively safeguarding the legitimate rights and interests of the people.
