With the advent of the era of mobile Internet,the business strategy of "smart city" has also been widely promoted by the state and the government,so the smart city market has great potential.However,at present,in China’s smart city construction market,everyone is very scattered.Although there are more than 1000 related large and small companies,the scale of these companies is relatively small,and they are all local companies,mainly engaged in local business,and the market share of companies that can expand their business nationwide is very small.For small and medium-sized information technology enterprises,formulating the development strategy and corresponding strategic measures to adapt to the current smart city market has become a crucial step.Shandong xqzh Information Industry Co.,Ltd.,founded in 2015,is a high-tech enterprise in Jinan.However,the current development strategy of the company is not strong,so the company urgently needs to formulate a scientific development strategy.Firstly,this paper analyzes the current situation of the company’s development strategy,investigates the company’s development status by using the questionnaire survey method,and summarizes the problems existing in the company’s development,including unreasonable strategic planning,non-standard internal management,weak competitiveness of the company’s products,the company’s market marketing ability needs to be improved and insufficient human resources guarantee,and analyzes the reasons for the problems existing in the company’s development,Specifically,the company’s development strategy is not strongly related to the internal and external environment,the strategic guarantee of the organizational structure is not sufficient,the investment in product R & D is insufficient,the guarantee of marketing resources is not in place,and the supporting role of corporate culture is not strong.Secondly,this paper analyzes the internal environment from the two aspects of resources and ability,summarizes the advantages and disadvantages of the company,and summarizes that the advantages of the company are slightly greater than the disadvantages through the analysis and evaluation of internal factors.In addition,this paper uses PEST analysis and Porter’s five forces model to analyze the macro environment and competitive environment faced by the company,and summarizes that the opportunities faced by the company are slightly greater than the threats through the analysis and evaluation of external factors.Through SWOT analysis,the company’s preferred strategies are summarized,including so strategy and St strategy.Thirdly,through strategic quantitative evaluation,the diversification strategy and centralized differentiation strategy are selected as the preferred strategic scheme.On this basis,it is proposed to build a new smart city science and technology service enterprise based on the regional advantages of Jinan and the favorable smart city policy,take the development path of "one core and three domains",and form a smart city solution covering the fields of education,government,medical treatment,agriculture,water conservancy,transportation and so on,Realize the strategic positioning of diversified development of digital business,and put forward the strategic goal of becoming a leading enterprise in the field of smart city in Shandong Province.Based on the strategic positioning of "one core and three domains",optimize the overall strategic plan,competitive strategy and functional strategy.Finally,this paper puts forward targeted safeguard measures from the aspects of organizational guarantee,capital guarantee and corporate culture guarantee.
