An Empirical Study On The Impact Of Rural Land Ownership On Farmers’ Land Transfer In Huzhu County

As an important condition for human survival and development,agricultural land plays a vital role in ensuring China’s food security.Therefore,the state deeply studies and discusses the relevant work centered on the reform of rural land system.On the one hand,it hopes to help rural land participate in the land transfer market through the correct guidance of national policies,so as to realize the large-scale management of land,achieve the construction goal of agricultural modernization,and promote the prosperity and high-quality development of China’s agricultural and rural economy;On the other hand,the state also hopes to further clearly define the property right of land through the means of confirming the right of agricultural land,and transfer the management right of farmers’ abandoned land and unable to cultivate land,so as to enable farmers to obtain more income,protect farmers’ interests,and reduce the idleness and waste of rural land resources.As an important agricultural production area in Qinghai Province,Huzhu Tu Autonomous County plays an important role in the supply of agricultural products in the whole province with its unique advantages in population,terrain,climate and water resources.However,through the confirmation of agricultural land rights,the rural land transfer rate of Huzhu county is still lower than the national average level,and there is still a considerable gap between the large-scale management of agricultural land and the construction of agricultural modernization.Therefore,in order to deeply understand the impact of rural land ownership confirmation on Farmers’ land transfer in Huzhu County,help the country further deepen the reform of rural land property right system,and provide more policy references for farmers’ land transfer in Huzhu County,this paper first forms the research idea of this paper on the basis of deeply grasping the relevant theories and connotation of rural land ownership confirmation and land transfer,and combing the literature at home and abroad;Secondly,through the field investigation and interview of 19 towns in Huzhu County,210 valid questionnaires were collected and real and effective data were obtained;Finally,by describing the characteristics of the sample profile and using SPSS 22.0 software for binary logistic regression analysis,this paper discusses the relevant impact of rural land ownership on Farmers’ land transfer in Huzhu County,draws the main conclusions,and puts forward the corresponding policy suggestions.Through field research and interviews,it is found that Huzhu county has the following problems: first,contradictions and disputes over the confirmation of agricultural land rights emerge one after another;Second,the lack of a sound agricultural land transfer system and social security system;Third,the circulation of agricultural land can not protect the rights and interests of farmers;Fourth,farmers lack of understanding and cognition of rural land ownership.At the same time,the main conclusion of the full text is drawn: the confirmation of agricultural land rights will promote the land transfer behavior of farmers in Huzhu county.In view of the above results,this paper puts forward the following policy suggestions: first,give full play to the publicity and guidance role of village cadres to improve farmers’ awareness of property rights;Second,comprehensively promote the confirmation and certification of agricultural land rights and improve the registration and guarantee system of agricultural land;Third,improve the management and service level of agricultural land and strengthen the support for the confirmation of agricultural land rights;Fourth,establish and improve the rural social security system to solve the worries of rural land circulation;Fifth,cultivate new agricultural business entities and improve farmers’ satisfaction with the confirmation of agricultural land rights.
