Research On The Impact Of Rural Land Ownership Confirmation On Rural Land Circulation From Multi-perspective

Under the background of the convening of the 19 th National Congress and the completion of the land ownership confirmation work,this paper takes the influence of the rural land ownership confirmation on the agricultural land circulation as the research subject,selecting Jindian Town of Linfen City as the research area,adopting the field research method,investigating the current situation of the rural land ownership confirmation and the agricultural land circulation in February 2018 to understand the differences of the agricultural land circulation behavior before and after the land ownership confirmation through empirical analysis.From the perspective of farmland outflow and farmland inflow,this paper analyzes the positive and negative effects of land ownership confirmation from the both sides,and analyzes the differential influencing factors of farmland outflow behavior and farmland inflow behavior before and after land ownership confirmation by using Logistic binary regression model and chi-square test respectively.Finally,from the perspectives of farmland outflow,farmland inflow and the government,suggestions are made for a healthy developing farmland circulation market.The research conclusion are as follows:First of all,the confirmation of land rights has a certain impact on farmers' land transfer behavior,which is mainly manifested in the rising price of agricultural land transfer,more diversified transfer methods,larger and larger transfer area and more written agreements used in transfer agreements.The difference of farmland outflow behavior before and after the confirmation of ownership is mainly affected by factors such as the farmer's age,education,features and land area owned by farmers.Secondly,the confirmation of land ownership has also had certain effects on the land circulation behavior of enterprises and leading growers,mainly manifested in more ways of farmland inflow,higher enterprises costs caused by rising farmland inflow prices,lower resistance to increase land area,etc.But the use and area of land inflow are basically unaffected.The difference of farmland inflow behavior before and after ownership confirmation is mainly affected by the understanding of enterprises on ownership confirmation.Finally,there are some following problems exist in land ownership confirmation and farmland circulation of Jindian Town Government: the legitimate rights and interests of farmers cannot be guaranteed after the land is transferred,and the mediation of land conflicts and disputes is not in place.Given this situation,what the government need to do first is to play a supervisory,protective and guiding role in the farmland transfer market.Secondly,perfect laws and regulations are urgently needed to solve the problems encountered in the process of land circulation.Finally,the government should raise service awareness.
