The Countermeasure Research On Agricultural Scale Management Under The Context Of The Confirmation Of Rural Land Right

As a form of practical exploration of reform that is being carried out currently,the confirmation and the circulation of rural land rights will definitely exert major and profound influence on China's economic and social development in agriculture and rural area.Therefore,it is of the practical significance to research the agricultural scale management of Yong'an city,a key demonstration area of national agricultural reform,under the confirmation and circulation of land rights.This paper analyzes the present situation of the confirmation and circulation of land rights and agricultural scale management in Yong'an by adopting such methods as case analysis,document analysis,SWOT(strength,weakness,opportunity and threat)analysis and so on.We also conduct a research through questionnaire survey on the peasants involved,and analyze the pilot case of land rights confirmation and circulation,revealing the realistic problems exiting in the development process.Although essential progress has been made in land circulation,land rights confirmation and dispute resolution,the problems in industrial structural adjustment,long-term mechanism establishment and maintaining reform achievement guarantee have not been solved yet fundamentally.Limited by these factors,the development of agricultural scale management in Yong'an city is problematic in many aspects,including incomplete system of land rights confirmation and circulation,deficient governmental influence,frequent contradiction and disputes on land,less flexible financial service mechanism and non-comprehensive modern agricultural system.All of these need to be resolved with careful research.Based on our findings above,this paper analyzes the necessity to carry out agricultural scale management,and comes up with some specific countermeasures and advice in terms of developing agricultural scale management under the confirmation and the circulation of land rights:firstly,improve the confirmation system of land rights to build the guarantee for the confirmation of agricultural scale management;secondly,improve the circulation system of land rights to set up the guarantee for the circulation of agricultural scale management;thirdly,strengthen the government functions to optimize the implementing environment of agricultural scale management;fourthly,dissolve the contradiction and disputes on land so as to guarantee the interests of all parties;fifthly,innovate the financial service system and invigorate the agricultural scale management market;sixthly,develop modern agricultural system to increase the comprehensive performance of agricultural scale management.
