Research On The Evaluation And Influencing Factors Of Green Development Efficiency In Five Northwestern Provinces

The northwest region of China is rich in resources and vast in area,which is not only an important ecological security barrier in China,but also an area with relatively fragile ecological environment and a relatively underdeveloped economy.Its green development level is not only related to its own sustainable development,but also has important strategic significance for the country to achieve high-quality economic development.However,for a long time,the traditional economic development model of giving priority to growth and velocity in this region has also caused it to pay a lot of ecological and environmental costs,resulting in the overload of the carrying capacity of ecological environment and natural resources.the quality and speed of economic development have been restricted,so we should speed up the transformation to the green development model.A scientific and reasonable evaluation of the efficiency of green development in Northwest China and the analysis of its influencing factors will provide a theoretical basis for a comprehensive and objective understanding of the current situation of green development in Northwest China.It is of great significance to the formulation of relevant policies and the further promotion of the process of green development in this region.Taking the five northwestern provinces as the research object and 2000-2019 as the research period,this thesis analyzes the current situation of green development in the five northwestern provinces from the perspective of input and output,and calculates their green development efficiency by using super-SBM model,and investigates the regional differences of green development efficiency in the five northwestern provinces with Dagum Gini coefficient,and uses GML index to analyze the dynamic evolution trend of green development efficiency and its growth source.Then,based on the measured results of green development efficiency,a Tobit model is constructed to study the influencing factors of green development efficiency in five northwestern provinces.After the above investigation and analysis,the following main conclusions are drawn: first,the overall green development efficiency of the five northwestern provinces is not high during the study period,with an average of only 0.605 over the years,which has not yet achieved effective development.However,it shows a fluctuating and rising trend during the sample period.The green development efficiency within the region has a large overall difference,but this difference shows a fluctuating downward trend.The average green development efficiency of the five provinces in the region from high to low is Shaanxi(0.867),Xinjiang(0.727),Gansu(0.665),Qinghai(0.388)and Ningxia(0.380).Second,from the perspective of dynamic evolution,the green development efficiency of the five northwest provinces has achieved positive growth during the study period,the main source of growth is the drive of technological progress,and the role of technical efficiency is relatively small.As far as the provinces in the region are concerned,the main driving force for the growth of green development efficiency in Shaanxi and Qinghai also comes from technological progress;the growth of green development efficiency in Gansu,Xinjiang and Ningxia benefits from the joint promotion of technological efficiency and technological progress.Third,from the perspective of influencing factors,the level of technological innovation,the level of urbanization and the intensity of environmental regulation play a positive role in improving the green development efficiency in the five northwestern provinces;the level of economic development and the degree of opening to the outside world have a negative inhibitory impact on the efficiency of green development in the five northwestern provinces;the impact of industrial structure factors is not significant.Finally,based on the above results,this thesis puts forward some suggestions,including accelerating the formation of a green development model with innovation as the fulcrum,increasing investment in environmental pollution control and environmental supervision,promoting the upgrading of urbanization and promoting mutual progress with regional green development,and establishing a regional cooperation mechanism for green development.policy suggestions to improve the efficiency of green development in the five northwestern provinces.
