Since entering the industrial society, tourism development speed and efficiency as well astheir own civilization and wealth keep pace with the times.tourism industry has developedfor industry in the world’s largest and most strong momentum of development of industry,Chinese tourism industry made remarkable achievements through nearly a decade ofdevelopment.Basing on area advantages, the paper chooses five northwesternprovinces, respectively from two empirical research angle of the regional balanceddevelopment and industry performance evaluation.First, through the five northwestern provinces balance of regional tourism industrydevelopment of comprehensive evaluation to grasp from the macroscopic Angle thedevelopment situation of the regional tourism industry. Particular way is to choose the ginicoefficient a balanced measure.in order to evaluate the balance of regional tourism industry inthe five northwestern provinces from social and natural aspects, tourism revenue of the fivenorthwestern provinces can be distributed in terms of population and tourism resources, calculating relevant Gini coefficient and resolving Gini coefficient of overall revenueaccording to international and domestic tourism revenues. It can be concluded that overallregional tourism development in the five provinces witnesses a balanced growth, theproportionality of which shows an upward tendency, due to significant impact of highcontribution rate of balanced development of domestic tourism. The international inboundtourism in the five provinces exist remarkable differences and contribution rate of overallimpact are low. In combination with regional equilibrium theory for further analysis inprinciples of economics, the development of an open regional economic system, before to fullymature stage of development, is necessarily a unbalanced system and process, the pursuit ofexcessive equalization can only lead to regional common backwardness. Northwest fiveprovinces of China tourism industry is now in the "low level equilibrium trap", the tourismonly break before the stable equilibrium state, more to consider efficiency and disequilibrium, regional tourism under the condition of unbalanced development to take off again, in order toachieve the goal of sustainable development.Second, Through the five northwestern provinces of regional tourism industry performance thesystem analysis to study from the microscopic view of the development of regional tourism industry.in order to make a study on development status of tourism industry in NorthwesternProvinces from total and quality performance, with systematic analysis of direct and indirectinfluence of relevant factors on tourism industry performance, the thesis analyzes overall effectand dynamic effect process through fixed effects model and quantile regression model of Paneldata. It can be concluded that the northwestern provinces must rely on gradual release fromlow-level elements to advanced elements, emphasize capital investment of tourism industryand improvement of local overall economic strength, and quality construction of labor inputand pay full attention to the influence of market system construction, opening-up and servicelevel of economic structure, so as to promote tourism industry performance. In the end, According to the regional economic development theory to guide, to controlfrom two aspects of macroscopic and microscopic northwest five provinces of regional tourismindustry development present situation as the foundation, It is recommended that the provinceswithin the region should focus on the development of core tourism attraction with regionalcharacteristics, strengthen the regional cooperation and brand building, aiming at breaking theimmediate balance and making the regional development of tourism increase in a morereasonable and balanced range.
