| 2016 is the tenth anniversary of the rise of the central strategy,After ten years of development,the central position in the country to further consolidate,the achievements of economic development are striking,The average annual growth rate of GDP is 11.6%,but under the pressure of economic downturn,the key to maintaining stable economic growth is innovation.Regional innovation efficiency is an important index to measure the regional innovation ability.Therefore,it is important to evaluate the innovation efficiency and efficiency of the six provinces in the central region,and find out the problems existing in the innovation activities and put forward the countermeasures.The main contents of this paper are as follows:(1)Based on the domestic and foreign scholars’ research,construct the regional innovation efficiency evaluation index system,and then use DEA super-efficiency model,DEA-BCC model and Malmquist production index to carry on the static and dynamic analysis.(2)Select the regional economic level,government support,enterprise status,education level,industrial structure as the six provinces in the central region of innovation efficiency of two factors,and make the relevant assumptions of the impact of variables.The two-stage super-efficiency as the dependent variable and the influencing factor variable as the independent variable were constructed to analyze the regression results.The results show that:(1)the innovation efficiency of the six central provinces is lower than the national average level,and the innovation efficiency of the six central provinces is quite different,Hunan and Hubei are more efficient,followed by Anhui and Henan provinces,and Jiangxi and Shanxi lowest.For the first stage of innovation,the scale efficiency is low,which indicates that the innovation resources is low,and the second stage of innovation ispure technical efficiency,which indicates that the allocation rate of innovation resources is low and the management level is low.(2)Tobit model regression results show that the regional innovation efficiency is positively correlated with the proportion of per capita GDP,research and experimental development funds,and research and experimental development funds.The number of the population of the Mega-population colleges and universities is negatively correlated with the super-efficiency of the first stage of the regional innovation of the six provinces in the central region,and is positively related to the super-efficiency of the second stage;the proportion of the tertiary industry’s output value to the regional GDP and the first stage of regional innovation Super-efficiency,and negatively correlated with super-efficiency in the second stage. |
