| Land is the main carrier of human production and life,and also an important resource on which rural economic,social and ecological development depends.Practice shows that land consolidation is an effective social natural tool to coordinate the contradiction between man and land.It plays an important role in optimizing the spatial structure of land use,promoting the construction of livable environment,improving ecological environment and promoting the coordinated development of urban and rural areas.With the advancement of urban-rural integrated development,rural development is faced with a series of problems,such as population loss,lagging industrial development,shortage of public basic service facilities,and serious pollution of ecological environment,which have brought great obstacles to the all-round development of rural areas.Therefore,rural development has become a major social problem that needs to be focused on and solved.In order to promote rural development and solve the problem of urban-rural dual development,our country has carried out a series of national strategies such as rural revitalization and urban-rural integrated development.As one of the effective coordination projects of rural regional system,land consolidation has been paid more and more attention and recognized in recent years.Therefore,in order to effectively explore the role of land comprehensive consolidation in rural development,based on clarifying the theoretical mechanism of land comprehensive consolidation driving rural development,this paper selects the land comprehensive consolidation project in S village,Tongnan District,Chongqing Municipality as a case study to investigate the impact of land comprehensive consolidation on rural development from the three dimensions of rural industry,human settlement environment and ecological environment.And through the construction of evaluation index system to comprehensive land consolidation to promote rural development of the effect of comprehensive evaluation.Through the research,the main conclusions of this paper are as follows:(1)Comprehensive land consolidation Through agricultural land consolidation,construction land consolidation and ecological land restoration projects,the spatial layout of land use has been optimized,rural public service infrastructure has been perfected,rural industrial development conditions have been improved,ecological systems have been stabilized,landscape patterns have been reshaped,rural living environment features have been beautified,and rural development has been promoted.As an important social natural tool to promote rural development,land comprehensive consolidation plays an important basic role in rural development and construction,and effectively promotes rural development.Meanwhile,the realistic demand for promoting rural development also provides targets and platforms for the implementation of land comprehensive consolidation projects.(2)Comprehensive land consolidation Through land leveling,field roads,farmland water conservancy,farmland ecological protection and other engineering measures,improve the conditions of land organization and management,promote land large-scale management and mechanization,and promote the optimization,adjustment and integrated development of industrial structure.In the study area,based on the whole-area and zonal consolidation plan,128.19 hm~2of land was leveled by means of strip field,slope modification,and scattered merging,and 10.35 km of irrigation and water conservancy projects were built or maintained,45.96 km of roads were built and improved,and 8.01km of farmland shelter forest was built.Through comprehensive land consolidation,21.42 hm~2of cultivated land was added,the quality of cultivated land increased by 0.5,etc.,the irrigation guarantee rate reached 80%,the field road accessibility rate was 100%,the terraced rate reached90.17%,the small and micro agricultural machinery operation rate reached 90%,and the high standard farmland 257.43 hm~2was built.Comprehensive land consolidation improved the industrial development and investment environment of the study area,the land transfer scale increased by132.8 hm~2,attracted hundreds of millions of yuan of agricultural development companies and other related agricultural industry management companies social capital input,and promoted the formation of the industrial pattern of coordinated development of agriculture and tourism in the study area.(3)Comprehensive land improvement Through a series of measures,such as the renovation of sanitary toilets,the greening of the surrounding areas of courtyards,the construction of supporting infrastructure,and the construction of entertainment and leisure places,the public basic service facilities have been improved,the appearance of villages has been beautified,and the living environment of rural residents has been improved.The study area takes the comprehensive land consolidation as an opportunity,through the construction of sewage pipes,sewage treatment stations,river consolidation,village environment consolidation,community greening and other ways to transform 300 sanitary toilets,13 village environment consolidation,a total of 89840m~2,beautify the rural environment,dilapidated houses renovation of 16 households,farmers new village supporting construction renovation area of 7571m~2.70 households are involved,and infrastructure such as access road and rest pavilion are provided to improve the environmental quality around residential areas and roadside.After the rectification,the collective economic income increased by 44,000 yuan per year compared with before the rectification,the annual household income increased by 8%compared with before,and people’s living quality improved.Comprehensive land consolidation has reshaped the livable living environment in rural areas,enhanced villagers’sense of happiness and gain,and improved people’s quality of life.(4)Through a series of biological and engineering measures such as river dredging,newly repaired and strengthened irrigation and drainage system pipe network,slope protection and reinforcement,vegetation restoration,etc.,the water quality and air of river course are purified,surface runoff infiltration is reduced,the risk of soil and water loss is reduced,the quality of rural ecological environment is improved,the regional ecological landscape pattern is optimized,and the balance and stability of the ecosystem is enhanced.Farmland buffer zone(1.44hm~2),farmland wetland(4238m~2)and river channel dredging(3487m)were built by relying on comprehensive land consolidation,which helped to initially restore farmland ecology,water ecosystem and natural environment.In terms of land use landscape pattern,the average patch AREA(AREA-MN)increased by 0.7769,the maximum patch number(LPI)increased by 36.3662,and the patch shape index(LSI)decreased by 1.1770.The plot landscape shape was more regular,landscape fragmentation decreased,and sporadic plots decreased.(5)Comprehensive land consolidation plays a certain role in promoting the development of rural industries,human settlement environment construction and ecological environment improvement,but it needs to be further strengthened in the aspects of human settlement environment construction and ecological environment improvement.By improving the agricultural production environment and infrastructure conditions,it promotes the circulation of agricultural land and the adjustment of industrial structure,promotes the large-scale management and mechanization of land,and drives the coordinated development of the secondary and tertiary industries such as agricultural product processing and pastoral sightseeing and tourism with the primary industry.The development effect of rural industry is superior.The construction of rural human settlement environment has a good effect.The village environment renovation,dilapidated houses renovation,and the construction of sanitary toilets all play an important role in promoting the human settlement environment.The sense of gain and happiness of villagers are enhanced,but the construction of sewage network and other infrastructure needs to be strengthened.In terms of ecological environment improvement,targeted ecological improvement measures should be implemented,especially in drought and flood disaster prevention,shelter forest and other vegetation coverage should be improved.To sum up,this study conducted an in-depth analysis of the role and effect of land comprehensive consolidation in promoting rural development,which has important practical significance for solving a series of problems in the process of rural development,improving land use efficiency and promoting the overall development of urban and rural areas.On the basis of revealing the mechanism of land comprehensive consolidation promoting rural development,this study selected consolidation examples to further clarify the practical path of land comprehensive consolidation promoting rural industry development,promoting human settlement environment construction and improving ecological environment,and quantitatively reflected the comprehensive effect of land comprehensive consolidation on rural development by constructing an evaluation index system.It further enriched the theoretical system of coordinated development of rural regional system and provided a typical demonstration of how to promote rural development through comprehensive land consolidation in mountainous and hilly areas. |
