Research On The Effect And Influencing Factors Of Agricultural Modernization Construction Based On The Comprehensive Land Consolidation Of The Whole Region

Since 2004,the Central Government’s No.1 Document has focused on the "Three Rural Issues" for 20 consecutive years,reflecting the great significance of agriculture to economic and social development.The realization of agricultural modernization is a major task facing China to build a modern socialist country in an all-round way.Agricultural modernization provides the basic direction for the development of China’s agriculture.The rural revitalization strategy is the overall focus of the work related to the Three Rural in the new era,and an important driving force for the development of agricultural and rural modernization.Rural land,as the basis of the survival of the vast farmers in China,will be a major breakthrough for the smooth progress of the rural revitalization strategy.The comprehensive land consolidation is an important starting point and platform to promote the implementation of territorial space planning,the implementation of integrated land preparation can therefore contribute to the modernisation of agriculture.How to use the comprehensive land consolidation of the whole region to promote agricultural modernization is a problem worth further study.In this context,this paper sorts out the influencing factors of agricultural modernization based on the comprehensive consolidation of the whole land.The qualitative comparative analysis was carried out with 38 pilot projects of comprehensive land consolidation in Hubei Province as the research object,and 6 secondary indicators were selected based on natural factors,human capital factors,technical level factors and economic factors,and the effect of agricultural modernization was taken as the outcome variable.Using fuzzy comparative analysis method,the paper studies the combination of various factors affecting agricultural modernization.To explore the path of efficient implementation of the regional comprehensive land consolidation to promote agricultural modernization,in order to provide reference for the comprehensive implementation of the rural revitalization strategy and the improvement of the regional comprehensive land consolidation.From the empirical results,the effect of agricultural modernization is influenced by multiple factors of the pilot implementation of the comprehensive land consolidation,which proves that the comprehensive land consolidation of the whole region can promote the improvement of the effect of agricultural modernization.Based on the comparative analysis method,the results show the five configuration paths,and the three configuration paths from the results of non-high agricultural modernization.A single condition variable does not constitute the necessary condition for the effect of agricultural modernization,but the different condition variables depend on each other and play a role together to promote the improvement of the effect of agricultural modernization,which further verifies the multi-cause and complex causal relationship of the effect of agricultural modernization based on the comprehensive land improvement of the whole region.The results show that through the analysis of qualitative comparative analysis,four optimization paths of comprehensive land consolidation are summarized.among,The resource advantage path mainly follows from the conditions of natural resources in the project area,the utilization of land resources and the development of the new situation and new business forms of agricultural industry driven by resource advantages,Give full play to the resource advantages,Stimulate the endogenous power of the agricultural industry;The political support path mainly comes from two aspects: supplementing and improving relevant supporting policies and systems,doing a good job in planning guidance and organizational guarantee,Strengthening of political support,To coordinate the construction of agricultural modernization;The innovation-driven path is mainly derived from exploring the innovation resources of industry,university and research and choosing different ways to differentiate the resources of different project regions,Explore the innovation-driven,Comprehensively improve the quality and efficiency of remediation;The path of investment promotion is mainly derived from the two aspects of improving the diversified investment mechanism and diversified subject participation,and promotes capital and public participation.Therefore,under the action of the proposed regional land comprehensive consolidation and optimization path,the effect of agricultural modernization construction will be further improved.
