Study On The Industrial Support Effect Of Rural Infrastructure In The Context Of Comprehensive Land Consolidation Background Of Land Regulation

At present,China has a long way to go in rural revitalization,the integration of rural primary,secondary and tertiary industries is low,and rural industries require transformation and development,which is far from the goal of "flourishing industry"proposed in the rural revitalization strategy.The comprehensive land consolidation and supporting infrastructure construction guided by the system theory of "mountains,rivers,forests,farmlands,lakes,and grasslands" are essential for realizing "prosperous industry","ecological livability" and "civilized countryside" in the rural revitalization strategy."According to the No.1 Document of the Central Government in 2022,the implementation of land use policies aimed at serving the integration of rural industries should be accelerated to promote rural development,and the improvement of rural habitat and rural infrastructure should be continued to promote rural construction.It is of strong practical significance to study the industrial support effect of rural infrastructure in the context of comprehensive land consolidation.Therefore,this paper investigates the mechanism of the industrial support effect of comprehensive land consolidation on rural infrastructure and its variability in different situations,intending to provide reference for comprehensive land consolidation and rural infrastructure development.In this paper,typical sampling was used to determine the survey subjects in the remediation area in the typical villages where comprehensive land consolidation was carried out,and 2-4 villages in the non-remediation area near the typical villages were randomly selected by random sampling,and a total of 401 valid questionnaires were obtained from Jiangxia district of Wuhan,Xianan district of Xianning,Chongyang county of Xianning,and Tongcheng county of Xianning by field research;then,based on the theory of territorial differentiation,the new public service theory,human-land relationship territorial system theory and endogenous economic growth theory,the mechanism of the effect of comprehensive land consolidation on the industrial support effect of rural infrastructure and the variability of its impact were studied from the perspectives of different topographies and whether the public participated by using the double-difference propensity score matching method,and the following main conclusions were obtained.(1)Farmers’ overall satisfaction with local rural infrastructure in terms of coverage in place,the convenience of use,and management and care is not high.Specifically,the overall satisfaction of local farmers with the availability and ease of use of production infrastructure,living infrastructure,and educational and cultural infrastructure is average,while the overall satisfaction with the availability and ease of use of transportation infrastructure and environmental infrastructure is high;the satisfaction with the management and care of the above five types of infrastructure is average.(2)The degree of satisfaction with the rural infrastructure in the study area concerning the needs of production and life is not high.The current weak infrastructures in Jiangxia District,Xianan District,Chongyang County,and Tongcheng County are transportation infrastructure,production infrastructure,production infrastructure or transportation infrastructure,and environmental infrastructure,respectively,which need to be improved.(3)The industrial support effect of comprehensive land consolidation on rural infrastructure is positively promoted,but there are differences in the extent to which different types of rural infrastructure are affected.After land consolidation,the industrial support effects of production infrastructure,living infrastructure,environmental infrastructure,transportation infrastructure,and educational and cultural infrastructure in the remediated area are higher than those in the unmediated area,0.334,0.337,0.433,0.289,and 0.414,respectively,and the results are significant at the 1% level with good robustness.In summary,the industrial support effect of comprehensive land consolidation on environmental infrastructure and educational and cultural infrastructure has the largest increase and the strongest effect;the industrial support effect on transportation i n f r a s t r u c t u r e h a s t h e s m a l l e s t i n c r e a s e a n d t h e w e a k e s t e f f e c t.(4)The intensity of the effect of comprehensive land consolidation on the industrial support effect of rural infrastructure is influenced by topographical factors.The contribution of comprehensive land consolidation to the industrial support effect of production infrastructure,living infrast ructure,environmental infrastructure,transportation infrastructure,and educational and cultural infrastructure is higher in hilly areas than in plain areas,0.133,0.294,0.147,0.354 and 0.232,respectively,and the results are significant at the 1% level(except for production infrastructure which is not significant)and have good robustness.Among them,the largest difference in impact is on transportation infrastructure,and the smallest is on environmental infrastructure.(5)The intensity of the effect of comprehensive land consolidation on the industrial support effect of some rural infrastructures is influenced by public participation.Specifically,public participation can significantly strengthen the effect of comprehensive land consolidation on the industrial support effect of living infrastructure,environmental infrastructure,and educational and cultural infrastructure,and the results are significant at the 1% level and have good robustness.However,overall,the public participation rate is not high in rural infrastructure projects.Based on the above findings,this paper proposes the following policy recommendations on how to carry out land consolidation and its supporting rural infrastructure construction and organize public participation according to local conditions.(1)Determine the priority level of construction and secondary use program according to the urgency of demand and farmers’ suggestionsContinue to strengthen rural infrastructure to enhance local production and living conditions,and strengthen and improve rural infrastructure in terms of coverage in place,ease of use and management and care situation.The local government should do research and discussion before project planning,strengthen communication with farmers and village cadres,and identify the rural infrastructure urgently needed for actual local production and life.On this basis,prioritize the development of different types of rural infrastructure according to the actual local needs and the urgency of the needs.Combining the opinions and suggestions of local farmers,develop solutions for the secondary use of old infrastructure to match the new infrastructure.(2)Emphasize public participation in every aspect and promote service-oriented governmentIn production infrastructure,environmental infrastructure,and educational and cultural infrastructure projects,local governments should pay special attention to public participation.Take active measures to encourage public participation,innovate working platforms and broaden participation channels to provide guarantees for public participation,and give full play to the role of public participation.In the pre-project planning stage,through face-to-face interviews or farmers’ meetings and field investigation and research,the actual needs of local production and life for infrastructure can be understood in depth.In the project financing stage,the local people can be mobilized through village cadres and encouraged to take the lead in funding,to improve the local people’s participation and participation enthusiasm,and promote the local people’s participation in the later management and care work.(3)Formulate forward-looking planning of rural infrastructure according to local conditions and lay the foundation for supporting the development of rural industriesWhen planning infrastructure,the future demand for infrastructure should be considered ahead of time,i.e.the planning should be forward-looking.The construction of transportation infrastructure in plain areas should take into account the positive and negative actual effects of transportation infrastructure on local industrial development,and slow down the construction appropriately,to gain development space for local industrial development.(4)Continue to focus on the ecological benefits of comprehensive land improvement and promote the value of rural ecological resourcesModerate bias towards environmental infrastructure and educational and cultural infrastructure supporting construction in land improvement,strengthening support for the valorization of ecological resources and industrialization of cultural resources;fully exploiting the ecological value and historical and cultural heritage of the village area to promote the development of rural service and tourism;enhancing the coordination of comprehensive rural land improvement,rural infrastructure construction,and rural industrial development.
