Expressway as an indispensable part of the transportation infrastructure network,it is difficult to cope with the huge funding gap of project construction and operation by relying solely on government financial expenditure.In recent years,PPP model has become an important financing mode for express way projects,and it has achieved remarkable results in the field of transportation infrastructure in China.With the gradual increase of the number of PPP projects,the operation quality of PPP projects has been attracted more and more attention,and performance evaluation has become a powerful tool to improve the operation quality of PPP projects.At present,however,there are some problems in PPP project performance evaluation,such as lack of trade standards,lack of professionalism in evaluation content,lack of practical evaluation methods,etc.In order to seek solutions to these problems,Ministry of Finance and other departments have issued a series of policy documents to guide the standardized operation of PPP project,and also pointed out that PPP project performance evaluation should be more elaborate.The evaluation criteria should be divided according to different industries and the evaluation work should be carried out in stages.Therefore,this paper focuses on the key practice field of expressway PPP mode,and analyzes the performance evaluation of expressway PPP project during the construction period and operation period,in order to provide reference for the performance evaluation of PPP project,which is of great significance to improve service quality and ensure operation effect.This paper takes an independent third-party organization as the implementation subject of the evaluation work to study the performance evaluation of the expressway PPP project during the construction period and the operation period,so as to help the project company better build the PPP project and improve its operation service level.Firstly,the definition and characteristics of PPP model and expressway PPP project are sorted out through literature research.This paper expounds the principle,necessity and implementation procedure of PPP project performance evaluation.Secondly,according to the relevant policies,literature research results and engineering actual research,the initial evaluation index system is identified,and based on this,the questionnaire on the importance of performance evaluation indexes of Expressway PPP project is designed.The collected questionnaire data are screened by using SPSS software and mathematical statistical method,Thus,a targeted performance evaluation index system is established for the construction period and operation period of Expressway PPP project.Thirdly,the performance evaluation model of Expressway PPP project based on variable weight theory matter-element-extension theory is constructed.On the one hand,the model realizes the dynamic performance evaluation of PPP project by using variable weight theory,which makes the evaluation process closer to the real operation state of the project;On the other hand,the model uses matter-element extension theory to realize the information fusion between different attribute indexes,which not only reduces the uncertainty of evaluation results,but also improves the operability of performance evaluation.Finally,the evaluation model is applied to the performance evaluation of XJ Expressway PPP project in the construction period and operation period in Western China.The evaluation results are consistent with the actual operation of the project,which verifies the practicability and availability of the model.
