Research On The Problems And Countermeasures In The Implementation Of Employment And Entrepreneurship Training Policy For Migrant Workers In Ya’an City

Driven by the strategy of high-quality development,the industrial transformation and the evolution of industrial forms have been accelerated.With a new round of scientific and technological revolution and industrial reform,new growth points and new forms of employment have been constantly developing.Under such new situation,the employment problem of migrant workers has been raised to an unprecedented height.At the national level,a series of training policies for migrant workers have been issued to add value and empower migrant workers,trying to solve their dread of incompetence.The implementation of the employment-oriented training policy has shown initial results,and the employment problem for some surplus rural labors has been solved.In the face of the new demands of economic and social development and the employment situation and other variables of the times,the huge impact of the epidemic and the severe situation of periodic shutdown of the labor market,the employment pressure of rural migrant workers has increased abruptly.The implementation of employment and entrepreneurship training policy has shown insufficient effective response.By reviewing the implementation of training policy on employment and entrepreneurship for migrant workers and proposing ways to optimize the implementation of the training policy,can not only improve the quality of the training policy,but also promote the overall quality of migrant workers,effectively promote high-quality employment and entrepreneurship of migrant workers.This paper takes the implementation of employment and entrepreneurship training policy for migrant workers in Ya’an as the research object,through questionnaires and interviews,from the perspective of policy implementation,and selects Smith policy implementation theoretical model as the analysis framework,makes an in-depth analysis on the implementation of employment and entrepreneurship training policy for migrant workers in Ya’an by using the theory of public goods,public policy implementation and human capital theory.This paper explores the current situation of the implementation of employment and entrepreneurship training policies for migrant workers in Ya’an City,and concludes the following problems in policy implementation: first,the policy system is imperfect,second,the executive body is not performing its duties properly,third,the participation of migrant workers groups is not high,fourth,the environment for policy implementation is poor.The paper also analyzes some deep reasons,such as the employment and entrepreneurship training policy for migrant workers itself has multi-attribute characteristics,the policy implementers have assessment pressure and role conflict,the objects of implementation have cultural barriers and interest orientation,the positive publicity of the policy environment is insufficient.In view of this,this paper believes that the implementation effect should be improved from four aspects: promoting the perfection of the policy system,improving the executive power of policy subjects,guiding the active participation of migrant workers,and widely publicizing and optimizing the policy environment.This paper focuses on the sub-field of employment and entrepreneurship training of migrant workers,the research content is closer to the current reality,and cuts into the study of employment and entrepreneurship training of migrant workers from the perspective of public policy implementation,focusing on the "problems existing in the implementation of training policy".The research is innovative in the research perspective,and broadens the research scope of training policy.
