| The return of migrant workers to start a business is a necessary measure to implement the strategy of mass entrepreneurship and innovation.As an important way to realize the talent revitalization part of the rural revitalization strategy,returning hometown entrepreneurship migrant workers will be an important force to increase farmers’ income and achieve common prosperity.Migrant workers enter the city to work,learn nonagricultural skills,and accumulate funds,contacts and experience.Their rich experience gives them a sense of innovation and entrepreneurial ability.Based on the original intention of improving family living standards,and also for the consideration of returning to their roots and building their hometowns,migrant workers choose to effectively integrate the advanced management concepts,knowledge skills and accumulated social network and other resource elements learned while working abroad,and return to their hometowns.Entrepreneurship,leading the elders of the hometown to become rich together,has become a new driving force for the realization of rural revitalization and the diversified integrated development of urban and rural areas.In order to encourage migrant workers to return to their hometowns to start businesses and improve their success rate,the central and local governments at all levels have formulated a series of policies.These measures have a good starting point,but they will be affected by external factors in the process of policy implementation.All kinds of problems arise,and ultimately the expected policy goals cannot be achieved.This paper takes the returning entrepreneurship migrant workers in District M as the research object,and from the perspective of the Smith policy implementation process model(hereinafter referred to as the Smith Model),this paper sorts out the current returning entrepreneurship policies formulated and promulgated in M District,and selects 25 returning entrepreneurship farmers to work A total of 30 people were interviewed as representatives of the target group and 5 government staff as representatives of the executive body,and the basic personal information of the respondents and the interview results were summarized and analyzed.In the research,it is found that there are many problems in the group of migrant workers returning to their hometowns to start businesses in District M,such as the policy cannot meet the needs of entrepreneurs,the main body of policy implementation is not in place,the participation rate of target groups is low,and the atmosphere of returning home to start a business is not strong.From the perspective of the Smith model This paper analyzes the causes of the problems from four aspects,including idealized policies,mainly including the problems of the formulated policy itself,the unsmooth policy implementation mechanism,the restriction of the quality of target groups and the unsatisfactory policy implementation environment.By learning from the experience and practice of the regions where the implementation of the policy of returning to hometown and starting a business is better,suggestions for optimizing the implementation of the policy are put forward. |
