Research On The Impact Of The Implementation Of The Policy Of "three Rights Separation" Of Homesteads On Farmers' Welfar

The development of domestic economy and the promotion of urban integration have intensified the flow of rural young and middle-aged labor force to cities,resulting in a large number of homesteads and houses on the ground in rural areas are idle.Because idle homesteads can not participate in land transfer,and another part of farmers with homestead demand can not obtain Homestead resources,resulting in unreasonable allocation of rural homestead resources and serious waste,It is impossible to effectively improve the economic income of farmers.Meitan County in Guizhou Province has long been an important experimental area of China’s rural reform.A lot of rich experience has been formed in the process of land reform,and local farmers can actively cooperate with the government’s reform policies.Therefore,in the process of studying the "Three Rights Separation" policy of Meitan County homestead,xinshiju,a reform pilot,was selected for investigation,so as to explore the essential impact of the "Three Rights Separation" policy on Farmers’ welfare.The research direction is consistent with the actual needs of the current land reform.Based on the farmer survey data of the pilot implementation of the "separation" policy of the new stone residential homestead in Meitan County,this study analyzed the impact of the "separation of the three powers" of rural homestead by the combination of field survey,questionnaire survey and interview,drew the research conclusions and put forward countermeasures and suggestions.The study process and results are as follows:First,Meitan County Neolithic Residence in Meitan County promotes and guides the reform of the "separation of three rights" of rural homestead according to local conditions,and constantly explores two reform types of homestead withdrawal and homestead transfer.Among them,the homestead transfer has two modes of independent transfer and village collective leading transfer.The exploration and practice of rural homestead has achieved remarkable results,mainly in the implementation of the village collective homestead ownership,the activation of collective autonomy rights,guaranteed the farmer homestead qualification right,idle rural housing resources are revitalized;improved the homestead use right energy,increased the farmer property income,increased employment channels,and realized better care of the family.Second,the reform of "separation of the three rights" of homestead can improve farmers’ economic,social and environmental welfare.The effect of the separation of homestead on the homestead has a positive impact on household income level(household property income,wage income and total income)and household expenses(household living consumption expenditure,decoration expenditure,child education expenditure and total expenses);whether farmers have a positive impact on household income level(household operating income,property income and total income)and household expenditure level(household living consumption expenditure,decoration expenditure,operating expenses and total expenses).Homestead "three separation" reform on the farmers ’social welfare and environmental welfare results show that farmers participate in the homestead reform to buy endowment insurance,medical insurance and commercial insurance proportion increased significantly than before the reform,the farmers’ housing structure,per capita living area and the number of neighbors improved significantly compared with before the reform,that the homestead "three separation" reform can improve the level of farmers’ social welfare.The air quality,water quality,noise situation,natural landscape,living environment,working environment and entrepreneurial environment of farmers who live have all improved compared with before the homestead reform.Third,put forward policy suggestions to improve the future "separation" reform of rural homestead and improve farmers ’welfare,mainly including: adhere to local conditions,to increase the economic welfare of farmers;improve social security,improve social security,improve farmers’ social welfare;strengthen employment training,and improve farmers’ employment environment.Through this study,we can strengthen the comprehensive implementation of the collective ownership of homestead,effectively ensure the qualification right of farmers’ homestead,realize the orderly circulation of the right to use homestead,effectively activate the homestead market,ensure that all kinds of idle homestead can give full play to its value and improve the level of farmers’ property income.
