At present,the world is undergoing a century of changes and a century of epidemics intertwined and superimposed,and the impact of urban economic development is increasing.Therefore,in the face of the dilemma of environmental deterioration at home and abroad,understanding and building a "resilient city" has become the proper meaning of the theme of regional development in academia and even local governments.At the same time,the integration of the Yangtze River Delta has become a national strategy,and the city clusters in the Yangtze River Delta will focus on "integration" and "high-quality" development in the future,with the goal of creating high-quality urban clusters.However,how high-quality development affects urban economic resilience needs further analysis and proof.Moreover,there are relatively few studies on the role of digital economy and institutional environment in high-quality development on urban economic resilience.In view of this,in order to analyze the influencing factors and mechanism of urban resilience,this study uses the data of core cities in the Yangtze River Delta region from2005 to 2019 as a sample,uses principal component analysis to extract the weights and calculates the high-quality development index and the corresponding high-quality development index of each city.The economic resilience index uses the PVAR model to initially explore the causal relationship between the two subsystems;the intermediary path based on the digital economy and the adjustment effect of the institutional environment respectively test the internal mechanism of high-quality development on urban economic resilience.The research results show that: first,there is a significant one-way causal relationship between high-quality development and urban economic resilience in the Yangtze River Delta region;and high-quality development has a positive role in promoting urban economic resilience,and population density and human resource endowment are conducive to improving urban economic resilience.Economic resilience,but the role of infrastructure is not obvious;second,the digital economy has played a partial intermediary effect in high-quality development and urban economic resilience;the impact of population density and infrastructure construction on urban economic resilience has a lag;but manpower The time lag of resource endowment is not obvious.Third,the institutional environment and urban economic resilience have an inverted U-shaped relationship;further analysis shows that the institutional environment also has an inverted U-shaped moderating effect on the relationship between high-quality economic development and economic resilience,that is,the institutional environment has a high-quality development before the critical point.The improvement effect on urban economic resilience is significantly enhanced,and the improvement effect of high-quality development on urban economic resilience is weakened after the threshold is exceeded.Based on the conclusions of the research,this paper proposes policy measures to enhance the economic resilience of cities in the Yangtze River Delta region from the perspective of digital economy and institutional environment: first,strengthen the construction of digital economy in the Yangtze River Delta region;3.Build a stable and regular institutional environment;4.Adhere to the institutional orientation of socialist marketization;5.Improve legislation to provide a stable institutional environment for the market transaction mechanism.By introducing the concept of high-quality development,this study deeply analyzes the relationship between it and urban economic resilience,and extends the intermediary and adjustment paths to explore its specific mechanism.On the one hand,it enriches the research theories on high-quality development and urban economic resilience,which helps to provide practical guidance for the construction of resilient cities in the Yangtze River Delta region,and provides new ideas for deeper cooperation within the integration framework;When faced with external shocks and risks,functional departments should take effective macro-control measures in a timely manner,give full play to the government’s "good governance" and "intelligent governance",and effectively enhance the resilience of the regional economy.
