Research On The Impact Of Digital Economy On The Upgrading Of Industrial Structure In China

With China’s economic development from high-speed growth stage to high-quality development stage,digital economy has become an important driving force for changing production and life style,optimizing industrial structure,changing social relations and promoting high-quality economic development.On December 12,2021,the State Council published the notice on the development plan of digital economy in the 14^th five year plan.The notice emphasize that digital economy will turn on to a new stage of deepening application,planning and development and inclusive sharing.The role of the digital economy in the optimization and upgrading of industrial structure will be further released.Under this background,it is of certain practical significance to discuss the impact of the digital economy on the upgrading of China’s industrial structure.Firstly,Starting from the relevant theories,this paper combs the relationship between the digital economy and the upgrading of industrial structure,and constructs a theoretical model from three aspects of labor,capital and technology to explore the mechanism between them.Secondly,this paper analyzes the development status of digital economy development level and industrial structure upgrading and rationalization in the whole country and each province by measuring the development level of digital economy in each province from the four dimensions of Internet development,digital infrastructure,digital development and information development and measuring the upgrading level of industrial structure in each province by using the upgrading and rationalization of industrial structure.Then,based on the panel data of31 provinces in China from 2011 to 2020,this paper uses the two-way fixed effect to empirically analyze the impact of digital economy on the upgrading of industrial structure in the all regions with testing the mechanism from the perspective of labor,capital and technology and analyzing the heterogeneity in different regions.The results show:（1）the development level of digital economy in China shows a gradual upward trend,while the development level of digital economy in various regions shows a phased fluctuation and overall upward trend.（2）During the sample period,China’s industrial structure has been continuously optimized,the level of industrial structure upgrading and rationalization has increased year by year,and there are great differences in the level of industrial structure upgrading and rationalization among regions.（3）It is found that the impact of digital economy on the rationalization of industrial structure is greater than the advanced industrial structure,and the digital economy can affect the upgrading of the industrial structure through labor,capital and technology.In addition,in the northeast region with a low level of digital economy,the impact of the digital economy on the advanced and rationalization of industrial structure is higher than that of the national level,while in the eastern region with a high level of digital economy,its impact on the rationalization of industrial structure is more profound than that of the upgrading of industrial structure.Finally,based on the above research conclusions and combined with practice,this paper puts forward countermeasures and suggestions to help the coordinated development of digital economy and industrial structure,so as to provide policy enlightenment for China to further accelerate the development of digital economy and promote high-quality economic development.
