Research On The Reform Path Of Organ And Institution Endowment Insurance Under The Background Of Government Digital Transformation

As an important focus to realize the modernization of China’s governance capacity and governance system,government digital transformation is the main direction of government reform in all regions and levels.It is also an urgent need for effective governance of the booming and rapidly changing digital economy and growing digital industry and maintaining the harmony and stability of digital society.It is a cross domain and the effective fit with the government’s concept of“release,management and service”are also the fundamental ways and means to keep pace with the times,improve the government service level,lead and promote the transformation of government functions,and play a vital bearing role and decisive role in promoting the reform of administrative system and mechanism innovation.At the same time,China’s organ endowment insurance business is also in the critical period of reform.In view of this,this paper takes this as the starting point to study the path of the reform of government pension insurance under the background of government digital transformation.Firstly,after combing the evolution process and policy content of the reform of organ and institution endowment insurance business,taking the mid-2021 as the cross-section,this paper introduces the implementation of the current reform process in district A of Chifeng City.Taking the digital transformation of the government as the background and the ideal model of digital government construction as the standard,starting with the specific business of organ endowment insurance,it is found that there are outdated office concepts in its current model,prominent "digital gap",rigid division of work among employees among departments,slow promotion of business integration,solidified business model,imperfect system functions,impeding data flow and imperfect top-level design of system guarantee,The limited role of compulsory promotion.In this regard,under the guidance of digital governance theory and collaborative governance theory,this paper puts forward some measures for the above problems,such as concept penetration,skill training,comprehensively improving the digital literacy of office staff,bonding organizational functions,adding coordination mechanism,promoting flexible decision-making,interconnection of business systems,exchange of government data,giving full play to the historical efficiency of "digital space",improving top-level design,formulating planning schemes,and targeted policy implementation,I hope it can be helpful to the government digital transformation in relevant fields.
