The report of the 19th National Congress of the Party of China put forward the grand strategic goal of establishing and improving the multi-level social security system,and pension insurance occupies a key position in the social security system.Since the 1990s,the basic old-age insurance system established in China has played a positive role in promoting economic and social development.During this period,the staff of the government agencies and institutions were independent of the pension insurance system and implemented the pension system.In recent years,as China’s social security system has become more and more mature,the traditional pension insurance system for government agencies and institutions has become difficult to adapt to the development needs under the new situation,and the resulting negative financial and social impacts have also increased.The contradiction between the enterprise personnel and the personnel of the public organs and institutions"pension system" has become increasingly prominent.Therefore,accelerating the implementation of the reform of the old-age insurance system for government agencies and institutions is the only way to build a social security system.Based on the relevant academic theories in the fields of public management,social security,etc.,based on the review of relevant documents at home and abroad,this paper uses the comparative analysis method based on the policies and supporting documents of the pension insurance reform of the state organs and institutions in Yangzhou.To conduct a comparative study and analysis of the local pilot reform system in Yangzhou since October 1993 and the nationwide reform system since October 2014,and to use this as a starting point to use the case analysis method to combine the reform practices in Yangzhou.To study the historical evolution,progress,actual implementation and current operating conditions of the system reform in Yangzhou.Find out the slow progress of functional area reform in the process of reform promotion,difficulties in the approval of the treatment of retirees after the reform,hidden dangers in the reform of business unit classification,the risk of fund operation in the "empty account" of personal accounts,and the hidden risks in the career annuity accounting model.,and analyzed the reasons for the existence of problems,put forward the Yangzhou government institutions pension insurance reform measures and solutions as follows:strengthen the construction of human resources;Strengthen the construction of business management information system;Implement the reform of the classification of institutions and institutions;Establishing and improving the guarantee mechanism of the fund;Step by step to make a real professional annuity"virtual account."...
