Research On The Period Of Foshan City Endowment Insurance Reform In Government Institutions

Foshan had undergone twice pilot projects for the reform of endowment insurance,but the distance from achieving the goal remains,which included reducing the gap of pension between government institutes and enterprises,social equity and financial duration.However,there remains a gap between policies and measurements under the circumstances of the transition between reform of government institutes and pension.Therefore,the present study aimed on finding the connection in between.In this paper,the progress of reform in Foshan was analysed from the angels of social equity,human resources,fund revenue and expenditure,and utilization,as well as the background of institutional reform by using literature review,comparative analysis,case analysis,and interviews.The results of this paper showed that the experience from the previous pilot projects of pension reform eased the individual financial burden of civil servents in Foshan.However,reallocated human resource had imposed significant effect on the progress of pension reform.Major reasons lay on the delay in the accomplishment of the institutional reform,which contributed to the uncertainty in human resource.In other word,Foshan had demonstrated some common facts with other city during the pension reform.Therefore,present study was conducted based on routine work duty with income distribution theory,to investigate the problems encountered in the implementation of the“consolidated” reform referring to the experience of the existing pension insurance system in the world.Base on the investigations,several suggestions were proposed for better implementing the pension reform in Foshan.These suggestions include 1)A further refinement of the guiding policies,which in line with regional characteristics is required for the reform.2)occupational training,3)standardized process and supervise,and 4)clarified the fact that Foshan is a bridge for high-level policy and affiliated institutes,which played an important role in performing governmental duties and guiding pension reform in a suitable way on the basis of local characteristics.
