| The endowment insurance system of the government public institutions is an important component of the whole social security system.As a result of the past plan economy, it had played the positive role of maintenance of a tolerable life for the retired, stability of the whole society. To rebuilt the socialist market economy and trying to solve the problem of people accelerating ageing ,it is important to reform the present system of retired for stability of society and the development of economy.Since 1994, the government has made a seriel of trial reformence on the endowment insurance system of the government public institutions in 28 disticts.But the result of reformence is disappointing and the settlement of this reformence is varied. The lagging of the endowment insurance system of the government public institutions,has restricted the forming of a nationwide unified labor market as well as the development and completion of the whole social security system.
