In the modern social security system,scientific and sustainable endowment insurance system is crucial to promote social development and harmony as well as stabilize the job market and improve people’s lives.However,we have a real dilemma in dual insurance system.On the one hand,it would create a distinct difference between the pay and the income.The pension level of the government institution’s retired employees is higher than the retirement of corporate employees.In recent years,this paradox has become more prominent,even become concentrated and sharp.On the other hand,there is an imbalance in the pension among the private sectors in different government agencies.There is also a heavy burden of retired personnel,who have been at a hard-to-go situation.In this situation,the state department issued a decision on January 14,2015,named The decision to reform the endowment insurance system of the government institution.(hereafter referred to as a decision).It marks our dual endowment insurance system reform has opened in the country at the first time.The state department issued a notice on April 6,2015,named The method of the government institution’s occupation pension.(hereafter referred to as a method).It marks our dual endowment insurance system reform has a further refinement.This article revolves around the decision and the method,summarizing the development of our government institutions endowment insurance system.I combine through the necessity and conditions of reform in Urumqi,analyzing the status quo of Urumqi’s reform,I find out some of the difficulties and causes that are inevitable in the process of reform.I made a corresponding solution to the problem.For example,we can establish a professional investment agency or raise funds by a variety of ways to address the problems of fiscal stress.We can control the pension rate by adjusting the treatment of transitional pension funds,to achieve a promise that the middlemen’s treatment will not be reduced;In view of the basic information construction,we can complete management service system;In view of the problem of occupational annuity,it is proposed that the scientific regulation stipulates,and the conversion channel between the enterprise and the professional annuity should be smooth;In view of thecomplexity of the internal staff,reform of the emotional constraints and other issues,we can improve the basic service facilities and other related measures. |
