Pension system is closely related to the interests of public,and integration before there are mainly two kinds of different pension system in China,including the financial security of authority institution endowment and social endowment insurance for enterprise employees pension fund.Over years of double track,on the one hand,caused the people are divided into different groups which is unfair from payment to the treatment;On the other hand,due to historical reasons,the government institution within the different pension burden so that no fairness among them too.Endowment insurance for enterprise employees raised by 10%a year growth in nearly a decade.Because of the different bases of office facilities and enterprise employees,differences are still expanding in the two kinds of pension:treatment of the former was obviously higher than that of the latter.In early 2015,in order to ease the contradiction,the central government reform the existing pension system,and in that year released the relevant normative documents,The Decision on the Reform of Old-Age Insurance System in State Organs and Institutional Organizations "(hereinafter referred to as the" Decision "),which is marked the nationwide old-age insurance system reform are officially started.And soon,the State Council released and implemented The Measures of Annual Pay in Administrative Departments and Institutions(hereinafter referred to as the "Measures").It also means that China has a more in-depth and detailed reform about authority institution endowment insurance system,narrowing the current double-track system of injustice.This paper explores the causes of the problems and problems in the process of the basic old-age insurance system based on the case study of Changzhou,which is based on the case analysis,comparative study and literature materials.On the basis of analyzing the favorable conditions,Consider the current situation of the merger,put forward the corresponding solution.First,the case analysis method is adopted.The whole article takes Changzhou City as a case subject,analyzes the current situation and the difference between the two systems,and reveals that the basic pension level of the institution and institution is much higher than that of the enterprise,and the gap widens year by year The difference between the pre-and after the merger of the old-age insurance institutions and the post-merger institutions and the employees of the two basic basic old-age insurance system differences,revealing the post-security pension system from the system The paper summarizes the differences in the current pension in Changzhou City,and analyzes the main problems faced by the merger on the basis of the difference.Favorable factors,face up to unfavorable factors,and finally put forward targeted solutions:including strengthening the publicity to form a social consensus,pay base unified caliber,improve the overall level and value-added capacity,do "empty account",improve the occupational pension system,Suggestions for diversified pension insurance system.
