Study On The Implementation Deviation And Adjustment Of Rural Home-based Elderly Care Assistance Services Policy In Wuxi

At present,all parts of China are actively exploring the government purchase of homebased elderly care services,but in practice,the government purchase service model is not yet mature.Therefore,we will inevitably encounter many problems.Wuxi entered an aging society as early as 1983,made practical exploration on the government’s purchase of home-based elderly care services earlier,and issued relevant policies.At the same time,the problem of aging in China is becoming more and more serious,especially in rural areas.Rural areas are facing a series of problems,such as the disabled elderly,the empty nest elderly and the low level of social security.As one of the supply methods of elderly care services,the government’s purchase of home-based elderly care services has an obvious effect on improving the supply level and quality of elderly care services.Therefore,based on the analytical framework of principal-agent theory,using the methods of semi-structured interview and questionnaire survey,this paper investigates m village,Huishan District,Wuxi City,which is implementing the homebased elderly care assistance service project,and explores the actual situation of M village project,so as to provide some optimization suggestions for the home-based elderly care assistance service policy of Wuxi City.The study found that,first,the recipients of the project are mainly the elderly over the age of 80.Most of them enjoy the service of two working hours per month.The selected service content is mainly indoor cleaning service,and the recipients have high overall satisfaction with the service;Second,the project enriches the supply resources of elderly care services,greatly improves the well-being of the recipients,and also provides employment opportunities for the landless villagers in M village;Third,there are deviation problems in the process of project implementation,which are mainly reflected in the target object,service supply subject and service effect.Specifically,the deviation in the target object is mainly reflected in the inaccurate targeting of the assisted object and the omission of the service object.In terms of the main body of service supply,it is mainly reflected in the failure to provide services according to the contract in time,the failure to reasonably adjust the service content,the failure to abide by the service duration,and the interruption of services for no reason.In terms of service effect,it is mainly reflected in the lack of service cleaning requirements and the unmet personalized needs;Fourth,the causes of project implementation deviation are mainly divided into two parts:project system regulations and project implementation process.In the provisions of the project system,it is manifested in the unreasonable design of performance appraisal indicators,the unreasonable setting of project assistance working hours,the lack of incentive measures in project implementation and the imperfect supervision mechanism of project implementation.In terms of the project implementation process,it is manifested in the non sharing of information between government departments,the poor quality of project service personnel,the inadequate interpretation of the policies of the related implementation subjects of the project and the inadequate publicity of the policies of project volunteers.M village home-based elderly care assistance service project is implementing Wuxi homebased elderly care assistance service policy.Through the case study of M village home-based elderly care assistance service,we can provide some policy optimization suggestions for Wuxi home-based elderly care assistance service.Therefore,in terms of system,first of all,we should improve the service performance evaluation system and increase the evaluation indicators of service on the improvement of the quality of life of the assisted elderly.Secondly,we should increase the working hours of assistance services for the disabled elderly.Thirdly,we should improve the relevant incentive,supervision and restraint mechanism and correct the deviant behavior of agents in time.Moreover,the government should also actively build an information platform for elderly care assistance services to effectively solve the problem of information asymmetry in policy implementation,so as to contribute to the realization of policy objectives.
