Study On The Problems Of Changchun Municipal Governmental Purchasing Home-based Pension Services

Recently,pension problem is becoming increasingly prominent with the increasing of elderly population,which has been the important factors affecting the healthy development of society.The country has always attached great importance to the pension services.In recent years,our country have also enacted the policies and measures for the pension problem,aiming at alleviating the pressure of social pension.The government can play a leading role in the guarantee of pension services.However,when faced with the large scales of elderly population,it is also unrealistic that government can solve the pension problem of whole elderly population.Therefore,the governmental purchasing of home-based pension services for the needy elderly pension with the difficulties of pension can not only solve the pension problem of partial elderly,but also can let the market play an increasingly indispensable role in the pension services by the governmental purchasing of service pension,which can promote the transformation of government functions,and make the government play the service functioning role,thus realizing the modernization of social governance.This paper is based on the practice of purchasing home care service from Changchun municipal government,The main problem in the procedure of practice can be listed as follows:above all,the information of government purchasing home care service is not open enough;Besides,government purchasing investment is insufficient;in addition,service ideas of service personal and qualities are uneven;ultimately,accommodation and desire is not corresponding in the service practice.Analysis of the reasons are based on the perspective of government,social organization in the field of home care service,the elderly.Therefore,we can make a concrete analysis about related reasons.According to the analysis of problem and reasons in the practice of purchasing home care service,via the analysis of “three subjects”oriented architecture,the author tend to propose and enhance the countermeasures:first of all,the government should establish andimprove the system construction of government purchasing of home care services;secondly,promoting the sound development of social organization in the field of home care service;thirdly,the elderly should enhance their enthusiasm and initiative.
