| In the process of China’s rapid industrialization,resource-based cities,with the help of resource endowment advantages,have accelerated their development and made great contributions.However,with the gradual acceleration of economic development,resource-based cities face the dilemma of traditional "urban disease" and "resource curse" due to long-term extensive development with high energy consumption and high pollution.Resources exhaustion,serious environmental pollution,social problems and the weakening of urban economic development power have become the major bottleneck of the economic development of resource-based cities.In the new era,China has shifted to a stage of high-quality development,and resource-based cities have become a prominent problem of unbalanced and inadequate economic development.The negative externality effect brought by the backward development path of resource-based cities is gradually increasing,which has become a huge obstacle for China’s economic development towards high quality.Based on the background and urgent requirements of high-quality development and resource-based city transformation,this paper aims to improve the high-quality development level of Huaibei city’s transformation path.Firstly,the system dynamics method is used to analyze the overall and local mechanism relations of the urban transformation system.By defining the boundary,dividing subsystems,analyzing the causal feedback relationship,designing the system flow diagram,and testing the model,the dynamic model of the transformation system of Huaibei city is constructed.Six development paths are designed to simulate the economic and social development trend of Huaibei city according to the status quo evaluation and policy influence,and the representative variable values of the model output under different simulation paths are analyzed.Secondly,an evaluation index system was constructed based on the perspective of high-quality development,and the Entropy-TOPSIS method was used to further comprehensively evaluate the model outputs of the six simulation paths.The results show that :(1)the model test shows that the dynamic model of Huaibei transformation system is scientific and reasonable,and can be used to simulate the real situation.(2)Four representative variables are selected to analyze the output values of six simulated paths.The results show that by 2035,the composite development path will have the highest GDP,which is 416.62 billion yuan;The lowest electricity consumption in the whole society is the resource saving path,which is 1831090 KWH;The composite development path had the lowest environmental pollution index and total water consumption,which were 0.26 million tons and 106.148 million tons respectively.(3)The Entropy-TOPSIS method shows that all the six simulated paths can improve the quality development level of Huaibei city.The inertial path has the lowest quality development level and the slowest growth rate,and the improvement effect is the worst.In single policy scenario,resource saving path > environmental regulation path > industrial optimization path > investment growth path;The highquality development level under the compound development path is the best,which is a powerful reference for Huaibei city to realize the transformation and high-quality development in the future. |
