Research On Problems And Countermeasures In The Transformation And Development Of Resource-exhausted Cities

With the depletion of resources in China's development resource cities,the problem of the transformation and development of resource-exhausted cities becomes significant.Taking oil file resource-exhausted city as an example,to explore this problem,the article use the resource curse theory,sustainable development theory,scientific development theory,ecological civilization theory analyzes the panjin achievements transformation development:establish point axis development pattern,widen agriculture industry chain,to develop the agricultural facilities,extension of gas industrial chain,developing characteristic tourism and other achievements.And in the process of developing the resource-exhausted cities problems such as: industry is too single,other industry foundation is weak,the oil workers laid off too much,the economic operation quality is not high,low level of industrial structure,industrial structure is not reasonable.Aiming at the problems in the transformation and development,combining with the actual situation of panjin city,this paper puts forward the countermeasures in the transformation and development: to make the macro-plan of transformation and to do well the top-level design;We will implement the five development concepts and carry out the four efforts.To find the point of the transformation and development of panjin city;Taking the transition development path suitable for panjin characteristics;The successful experience of the transformation and development of resource-exhausted cities at home and abroad;Support the development of small and medium-sized enterprises and promote the cultural process;We should strengthen the role of innovative technology in the transformation and take the road of technological transformation.
