Evaluation And Path Research On High-quality Economic Development Of Resource-based Cities

The opening of the 19 th CPC National Congress declared that Socialism with Chinese Characteristics has entered a new era,and China's economy has also shifted from the stage of high-speed growth to the stage of high-quality development.In December 2017,the Central Economic Work Conference further clarified that promoting high-quality development is an inevitable requirement for maintaining sustained and healthy economic development,adapting to the changes of major social contradictions in China,building a moderately prosperous society in all respects,and building a socialist modernization country in all allround way.Under the new era and new requirements,the high-quality economic development of resource-based cities and the path of high-quality transformation and development are important research topics at present,and they are also realistic problems that need to be solved in resource-based cities.Firstly,based on the literature review of resource-based cities transformation and highquality economic development,the literature analysis shows that the transformation of resource-based cities mainly focuses on the transformation and development model,transformation path and transformation evaluation of resource-based cities.The high-quality economic development is mainly concentrated on the connotation and development path,and there is a lack of high-quality economic development evaluation and research on a specific region.Therefore,this paper chooses the high-quality economic development of resourcebased cities as the research theme,constructs a high-quality economic development evaluation index system,selects resource-based municipal districts as research objects,and takes West District in Panzhihua City as the research case,focusing on the high-quality economic development of resource-based cities.Secondly,combined with literature analysis,this paper defines the related concepts and connotations of the high-quality economic development in resource-based cities,and analyzes relevant economic theories.Based on the high-quality economic development connotation and existing research of resource-based cities,this paper constructs an evaluation index system of high-quality economic development of resource-based cities from the "six degrees" of high quality foundation,innovation,coordination,greenness,openness and sharing degree,and introduces the meanings of the six first-level indicators,19 second-level indicators and 46 third-level indicators in detail.Then,we selected 24 municipal districts of resource-based cities similar to the resource endowment and historical function positioning of West District in Panzhihua City.In the end,the Analytic Hierarchy Process(AHP)is used to calculate the weight of the index system,and the index calculation method was introduced,thus constructing a complete research framework for high-quality economic development evaluation of resource-based cities.Thirdly,according to the evaluation index system,this paper calculates the comprehensive index and the “six degrees” index of high-quality economic development of 25 resource-based municipal districts in 2017.Taking West District in Panzhihua City as an example,the overall analysis,cluster analysis and regional distribution analysis of the comprehensive index were conducted,and the "six degrees" index level and specific indicators were compared and analyzed in detail.The horizontal comparison results show that the high-quality economic development level of the municipal districts of resource-based cities is generally low,and there are obvious regional differences,both "East-West differences" and "North-South differences".The western municipal districts of resource-based cities represented by West District in Panzhihua City are not balanced in the "six degrees" index and most of them have a low level of innovation and openness,but the "six degrees" index of high-quality economic development in the eastern municipal districts of resource-based cities has formed a relatively balanced state.At the same time,in order to better understand the development trend and development deficiencies of West District in Panzhihua City,this paper further estimates the comprehensive index and the "six degrees" index of high-quality economic development of West District in Panzhihua City in the last five years,and conducts a vertical comparison analysis of each index.The municipal districts of resource-based cities represented by West District in Panzhihua City have made great progress in the comprehensive index and the "six degrees" index of high-quality economic development in recent years,but the "six degrees" progress of high-quality economic development is unbalanced,and there are still many gaps with the requirements of high-quality economic development.Finally,based on the results of horizontal and vertical comparative analysis of West District in Panzhihua City,and combined the actual development of West District in Panzhihua City,this paper concludes that the high-quality economic development of West District in Panzhihua City is mainly faced with such problems as insufficient cultivation of innovative impetus,inadequate release of open support,inadequate green development,uncoordinated industrial structure and imperfect elements of guarantee,etc.West District in Panzhihua City should adhere to the path of industrial convergence development,endogenous driving development,regional opening development and green low-carbon development with the core of "Health +".
