| Under the background of the booming real estate market,property management special maintenance funds arises at the historic moment,dedicated to the property within the village common parts and common facilities maintenance,updating and transformation,commonly known as the village of "pension" and "health care",to maintain and improve the good rate plays an important role,and the owner’s vital interests are closely linked.At present,housing maintenance has entered a period of increasing demand.In order to cope with large-scale maintenance affairs,standardizing the management of property special maintenance funds has become a key problem to be solved urgently.In this paper,the current situation of Yongjia County property special maintenance fund management into the study,using literature analysis method,questionnaire survey method,interview method and other research methods,summed up the real plight of Yongjia County property special maintenance fund management,and the use of new public service theory,stakeholder theory,game theory and other theories to analyze the underlying reasons.Further explore the optimization of Yongjia county property special maintenance fund management countermeasures and suggestions.The previous part of the paper introduces the background,purpose and meaning of this research,reviews the literature related to the special maintenance fund of property at home and abroad,puts forward the research ideas,research methods,and clear the relevant concepts and theories,laying a foundation for the follow-up research.Second,special maintenance funds of Yongjia county property management present situation has carried out analysis,mainly from the maintenance funds management of each main text specification,run the system.On the whole,Yongjia County property special maintenance fund management has achieved positive results: the total amount of funds has increased significantly,the use of regulations have been constantly improved,the value of funds has steadily increased,and the legitimate rights and interests of owners have been effectively guaranteed.But with the deepening of the research,the author found that in the process of property maintenance fund management also appeared too much yuan governance body power game clashes,exposed the lack responsibility management main body,the owner awareness is not high,poor management system is imperfect,the channels of supervision,digital money management system lag and so on.The root of the problem mainly lies in the lack of professional ability of the management subject,the lack of willingness and ability of the public to participate in public affairs,the absence of epistatic method upper-level law,the imperfect supporting administrative management system,be short of effective assessment system,the management system is not perfect and so on.Finally,targeted put forward countermeasures and suggestions to optimize Yongjia County property special maintenance fund management,namely through strengthening the service ability of management subjects,optimizing the management mode to pay attention to the participation of citizens,promote the adjustment of maintenance fund management mechanism,establish and improve the diversified supervision and assessment system,build maintenance fund network information platform and other five levels of joint efforts.Promote the development and practice of property special maintenance fund management system,maximize the performance of maintenance funds in the support of urban community construction,and ultimately achieve the vigorous development of urban renewal action and functional improvement projects.In this hope to provide reference for Yongjia county property special maintenance fund management reform and upgrading,but also for other cities in China property special maintenance fund operation to provide reference suggestions. |
