New era,The main social contradiction in China has been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development,The Party Central Committee has once again made it clear to adhere to the people-centered development orientation.In response to the new needs of the people for a better life,Chengdu city closely around the practice of new development concept of beautiful livable Park City demonstration area construction overall deployment,Take the transformation of old residential areas as a major livelihood project and development project,Strive to improve the living conditions of residents,make up the short board of urban human settlements,continuously improve management and service,promote the construction of "vertical to the end,horizontal to the edge,co governance and sharing" community governance system,realize the benefit of people’s livelihood and expand domestic demand,let the people live a more convenient,comfortable and better life.For the old community,in addition to making up for the shortage of infrastructure and housing hardware,it is also very important to establish the corresponding long-term management mechanism and further clarify the maintenance responsibility.Based on this,the old residential districts in Chengdu have gradually started to set up special funds for residential maintenance.This paper adopts the methods of questionnaire survey,interview and comparative research,this paper studies the special maintenance fund management of old residential quarters in Chengdu.First,through the collection of relevant literature,this paper defines the concepts of special maintenance funds for residential buildings,old residential areas,special maintenance funds for residential buildings in old residential areas and special maintenance fund management,at the same time,it analyzes the theoretical basis of new public management theory and polycentric governance theory,the relationship between the related concepts and the theoretical basis is sorted out.Subsequently,through questionnaire survey and interview survey,fully understand the current situation of special maintenance fund management of old residential quarters in Chengdu,it is found that such as incomplete coverage of reform policies,small amount of money,difficult maintenance,owners’ lack of willingness to deposit,high dependence on the government for maintenance,irregular management,poor value maintenance and appreciation of funds.Last,through comprehensive analysis,this paper summarizes the unfavorable factors that restrict the development of special maintenance fund management of old residential quarters in Chengdu,that is to say,the old residential area owner autonomy ability is poor,the system is not perfect,the generous subsidy policy aggravates the owner free riding psychology,the functional departments lack of cooperation,the lack of information means.In order to solve the problems existing in the management of special maintenance funds for old residential quarters in Chengdu,this paper is based on the author’s long-term experience in the management of special maintenance funds for old residential quarters in Chengdu,through questionnaire survey and in-depth interview,and refer to the experience of other parts of the city,this paper puts forward the countermeasures to solve the problems of special maintenance fund management of old residential quarters in Chengdu.This paper studies the management of special maintenance funds for old residential quarters in Chengdu,that is helpful to enrich and supplement the theoretical research related to the old community transformation and housing special maintenance fund management,at the same time,it is also helpful for other vice provincial cities to learn from the management of special maintenance funds for old residential quarters.
