In the process of modern urban development,the construction of underground pipe gallery system plays a positive role.On the one hand,it can greatly improve the level of urban infrastructure construction,which can also drive the coordinated development of regional economy.On the other hand,it can also make more scientific and rational use of urban space resources.The PPP model introduced in the process of modern urban infrastructure construction innovates the urban infrastructure model,greatly reduces the sharp expansion of the debt scale caused by the government to provide public services,further integrates social resources and promotes the continuous improvement of urban construction level and governance level.However,a comprehensive pipe gallery PPP project is composed of several different sub projects,covering planning,design,financing,construction,operation and other links.No matter which link may be affected by the internal and external environment,it will face risks,which will also affect the subsequent links.In order to effectively ensure the overall achievement of the project,it is necessary to strengthen the risk management of each link,Only in this way can the implementation process be corrected in time,so as to lay the foundation for the success of the project.Therefore,this paper takes the underground comprehensive pipe gallery PPP project in a city in Hunan as an example,and uses the relevant theories of risk management to provide support for risk identification and evaluation and guidance of practical activities for all parties involved in the project.In this paper,qualitative and quantitative research methods are used to study the risk identification and evaluation of a comprehensive pipe gallery PPP project.Firstly,this paper summarizes the current research at home and abroad,and discusses the content of risk management of PPP project of utility tunnel combined with relevant theories.Secondly,the paper sorts out the general situation of PPP project of complex a and the necessity of building complex A.on this basis,it analyzes the risk characteristics of PPP project of complex a,and identifies the risk of PPP project of complex a combined with risk identification methods,which lays the foundation for risk assessment.Thirdly,combined with the results of risk identification,AHP and fuzzy comprehensive evaluation method are used to evaluate the risk of PPP project of a comprehensive pipe gallery.Finally,on the basis of the above analysis,the paper puts forward the prevention suggestions of PPP project risk of a comprehensive pipe gallery.The research results show that this paper identifies seven risk problems of the underground comprehensive pipe gallery PPP project in a city in Hunan,including legal risk,financial risk,operation risk,construction risk,technical risk,financing risk and force majeure risk.There are mainly 24 risk factors involved,including the risk of imperfect laws and regulations,ownership risk and incomplete contract risk.Through the risk evaluation of the underground comprehensive pipe gallery PPP project in a city in Hunan,the comprehensive risk evaluation result is 0.62,which shows that the risk of the underground comprehensive pipe gallery PPP project in a city in Hunan is high,and the possible risk prevention measures need to be taken to deal with the loss caused by the risk.Based on the above project risk identification and evaluation,this paper puts forward risk prevention suggestions for PPP project of underground comprehensive pipeline corridor in a city in Hunan from force majeure risk,technical risk,financial risk and financing risk. |
