The utility tunnel is an important urban infrastructure and one of the criteria for measuring the modernization of a city.In the process of comprehensive urbanization in China,the government has vigorously promoted the construction of utility tunnel projects.Most of the utility tunnel projects use the PPP financing model.Since the PPP model involves multiple project participants,combined with the special nature of the utility tunnel project,the risks of the utility tunnel PPP project are complex.There are few studies on the risk management of such projects in the existing research in China.The purpose of this study is to further enrich the research on the risk management of the utility tunnel PPP project.Based on the research of the application of utility tunnel project in China and abroad as well as the theoretical research of PPP project risk management,this paper combines the characteristics of utility tunnel project to conduct a risk management study of L City's utility tunnel PPP project.First,using the literature analysis method,identify the risk list of the PPP project.Using the expert survey method,combined with the characteristics of L city's utility tunnel project,the PPP project risk list was revised.In the end,the risk list of the utility tunnel PPP project in L City was obtained.In addition,a fuzzy comprehensive evaluation model of utility tunnel PPP project based on analytic hierarchy process is established.Using the analytic hierarchy process to calculate the weights of risk factors in the utility tunnel PPP project in L City,the hierarchical project risk index weights are obtained.According to the weight of the project risk indicators,the importance of the overall utility tunnel project risk is ranked.Then use the fuzzy comprehensive evaluation method to carry out fuzzy comprehensive evaluation of project risks.At last,according to the principle of risk sharing of comprehensive pipeline PPP project,the risk sharing of each participant of L City's utility tunnel PPP project is summarized,and specific risk response suggestions are provided for different risk sharing parties.The research in this paper enriches the research on risk management of utility tunnel PPP projects,and provides a quantifiable,scientific,and reliable basis for the risk management of utility tunnel PPP projects in China. |
