Utility tunnel is a kind of municipal infrastructure,it puts all kinds of municipal pipelines in the same tunnel space and has integrated planning,construction and centralized management of various pipelines.Compared with traditional direct burial methods,comprehensive construction of utility tunnel can avoid the frequent occurrence of pipeline accidents and the weak ability of disaster resistance.It is also conducive to the rational allocation of underground space,improving the utilization efficiency of underground space,improving urban comprehensive ability and speeding up urbanization.One-off investment in the utility tunnel is high,the traditional financing model has some shortcomings,such as shortage of funds,low operation efficiency and poor service,so using the PPP financing model can solve these problems well.PPP project's construction period and operation period is very long.There are a lot of participants and risk factors,and the investor faces huge challenges,so only in-depth study and manage investment risk can be ensure the successful application of PPP mode and the rapid development of utility tunnel.The paper is based on risk management basic process,and uses qualitative and quantitative analysis method and the fuzzy comprehensive evaluation method based on entropy weight.It takes Qingdao blue silicon valley core area utility tunnel PPP project as an example,and studies the risk management process,and it mainly does the following work:Firstly,this paper expatiates on the basic properties of the utility tunnel and PPP mode,and analyzes the advantages of PPP mode and the feasibility of applying PPP mode to utility tunnel project,and analyzes the position of investors of PPP project and investors' interest demand,and introduces the connotation of risk and risk management and the general process of risk management.Secondly,this paper adopts the literature research method to identify the investor common risks of investors of utility tunnel project in PPP mode,and combined with group eigenvalue method to screen the identified risks,and then uses brainstorming method to adjust the risk secondary identification list.In this way,risk identificationresults are more scientific and accurate.Thirdly,on the basis of risk identification,this paper builds risk evaluation index system and introduces the common risk assessment methods.In this paper,the analytic hierarchy process is used to make index weight,and the fuzzy comprehensive evaluation method based on entropy weight is used to evaluate the risk.At the end,the principle and general process of risk sharing are elaborated and the risk sharing scheme is proposed according to the risk identification results.Finally,this paper takes Qingdao blue silicon valley core area utility tunnel PPP project as an example,and applies the theoretical method to specific projects.In this paper,the risk of the whole life cycle of the project are studied and obtains the actual conclusion,so it fully verifies the scientificity and rationality of the theoretical method and technical route.In addition to the theoretical supplement and improvement of the risk management of PPP project,the paper provides a reference for the effective risk management of the investor of utility tunnel PPP project.
