Utility Tunnel,also known as "integrated pipe trench",is an important infrastructure built in the city underground for the laying of underground pipelines.Utility tunnel is an important part of urban underground space development planning,and put the municipal pipeline into the tunnel after its construction admission,which can promote the formation of a comprehensive urban underground pipeline system and a reasonable layout of urban underground pipeline space.On the current socio-economic development point of view,to strengthen the construction and management of urban underground pipelines,not only can it solve the current underground pipeline accidents,security risks,weak emergency disaster prevention capacity and other issues for ensuring the safe operation of the city,but also can play to promote economic growth,to resolve excess capacity,to improve the city's comprehensive carrying capacity and the quality of urban development role.But utility tunnel belongs to the underground engineering and the construction investment is large-scale,but the government simply can not meet the financial demand of comprehensive development of the,thus to apply the PPP model to the construction of utility tunnel since it shows a strong investment and financing advantage in the infrastructure construction.However,under the PPP model,there are many participants,the financing structure is complex,the life cycle is long and the uncertain factors are more.Therefore,only the comprehensive risk management can ensure the effective combination of the two and promote the rapid development of the utility tunnel.Firstly,the definition,attributes and basic characteristics of the urban underground integrated corridor and the Public-Private Partnerships(PPP model)are expounded in this paper,and the detailed investment and financing models of the utility tunnel are introduced in detail at home and abroad.The paper analyzes the applicability of the PPP model in the utility tunnel and its related subjects.At the same time,it briefly introduces the concepts of risk and risk management.Secondly,the Hierarchical Holography Model(HHM)is used to comprehensively identify the risk of the utility tunnel in PPP mode.Based on the risk process,rating and management framework(RFRM)and the improved Analytic Hierarchy Process(AHP),entropy weight method,and questionnaire survey to filter and filter the risk,so as to construct a complete risk management index system of PPP in the utility tunnel,which makes the risk index system more scientific and comprehensive.Thirdly,on the basis of comprehensive system identification of PPP risk in the utility tunnel,the common risk assessment method and its advantages and disadvantages are introduced.And choose Choquet fuzzy integral evaluation method combined with triangular fuzzy number to construct the risk evaluation model at last.At the same time,the principle and the process of risk sharing are elaborated on the risk sharing in the risk management of the utility tunnel PPP model,and the risk sharing model of the utility tunnel PPP model based on cooperative game theory is formed.According to the constructed risk index system and the result of risk game,the general treatment measures and methods of risk sharing of the utility tunnel PPP model are proposed.Finally,taking the PPP project of Zhengding New District of Shijiazhuang as an example to carry out the empirical analysis of risk management.The paper comprehensively studies and analyzes the risks of government,social capital financing,construction,operation and other life cycle in the comprehensive corridor project of Zhengding New District in Shijiazhuang,and draws a practical and valuable conclusion.The research method and technical route adopted in this paper are scientific and feasible.Not only theoretically enriched the research content of PPP risk management of the utility tunnel,but also provided some reference for the similar project risk management.
