Since entering the 14 th Five-year Plan,China’s smart city construction has entered the stage of innovative development,but the construction of smart city is a wave forward process,how to describe the construction level of smart city is a problem of evaluation perspective.As a super large city,Beijing also undertakes the important mission of the capital.It has always encountered development bottlenecks in transportation,medical care,education and many other aspects.The construction of smart city has become an effective way for Beijing municipal government to improve the predicament of urban development situation and enhance the urban competitiveness.According to the Action Outline for Beijing Smart City Development during the 14 th Five-Year Plan Period,Beijing will be built into a global new smart city benchmark city by 2025.Therefore,there is an urgent need for a set of evaluation models with high applicability and high fit,to evaluate the current degree of smart in Beijing,and to find out the gap with the strategic goals,so as to put forward feasible suggestions for the following construction of smart city in Beijing.Focusing on the establishment of Beijing smart city construction level evaluation model,firstly,based on the existing research on smart city connotation,smart city construction and smart city evaluation,this paper analyzes the relationship and difference between smart city and digital city,intelligent city and sustainable city,and defines Beijing Smart City in combination with the constituent elements of smart city construction.Secondly,by studying a lot of literature,we sorted out indicators used in the existing evaluation index system at home and abroad of 20,and finally screened out 29 end level indicators by using fuzzy mathematics theory,guided by the main tasks of Beijing’s smart city construction during the "14th five year plan" period to achieve the goals of benefiting the people,improving the government,promoting industry and safety,and based on smart ecology,transportation,medical care,education,business,law enforcement,humanities,emergency and new infrastructure,classify the index.Then,the entropy-weight-TOPSIS evaluation model is constructed,the entropy weight method is used to get the index weight,and the TOPSISI is used to get the city ranking,and makes the horizontal comparison and analysis between Beijing and Shanghai,Guangzhou and Shenzhen,which have the same strength as Beijing.According to the comparative analysis results,combined with the current situation of smart city construction in Beijing,it is concluded that Beijing ranks first in the overall degree of intelligence,but it is slightly backward in the fields of transportation,commerce,environmental protection,emergency planning and so on.Finally,from the perspective of improving the level of smart city construction in Beijing,it is proposed to continue to strengthen infrastructure construction,strengthen smart construction in key areas,and strengthen smart epidemic prevention and control.
