A Study On The Development Level Of Smart City Based On TOPSIS Method

With the speeding up of urbanization process,such as population expansion,traffic congestion,environmental degradation and other cities disease problems highlighted increasingly.It is proved that developing smart city is the good medicine to solve the problem of city diseases at present.Smart city is a relatively new concept,so far it has different definitions.Smart city is a project of city system,with long construction period and complicated process.So it should be judged by scientific,reasonable and operable evaluation criteria for its construction effectiveness.Based on this,this paper studies on the evaluation of the development level of smart city,and selects Hefei for empirical analysis.First of all,this paper embarks from the wisdom city connotation,analyzes its construction requirements,the framework of intelligent city evaluation theory model,summed up the wisdom of city planning level,the wisdom of urban infrastructure construction level,and the wisdom of industry development and innovation production level,the wisdom of public service level,the wisdom of government management level,the wisdom of environment level six key elements,and building the construction of this article-grey correlation TOPSIS method based on entropy weight is the wisdom of the urban development level evaluation model;Second,briefly introduced the wisdom in hefei development present situation,using the evaluation model is constructed to hefei from 2011 to 2016 development of longitudinal comparison,synthetical relative closeness and each subsystem are calculated separately,and the relative degree;Finally,the analysis is carried out from the six subsystems,and the countermeasures and Suggestions are put forward according to the analysis results.Through this paper's study: first,the wisdom of nearly 2011 ~ 2016 in hefei construction achievement is certain,especially in 2013 formally approved by the city since the pilot city of wisdom,both from the perspective of industry development and innovation Angle of production,growth rate faster,and the ideal value between the joint degree is more and more big;Second,in terms of public services,it is necessary to further integrate resources and intensify research and development to make public services more convenient.Third,in the aspect of environmental wisdom transformation,we need to further strengthen supervision,control pollution emissions,promote the use of low-carbon and environment-friendly new energy,and promote the sustainable development of ecological environment.Fourthly,the construction of smart hefei has a great challenge to the government management,and it is a significant test for the government leadership and all the government staff.At present,the construction of intelligent hefei is still in the initial stage of exploration,so the demand for government management level will be higher and higher.
